About this file
This document is a PowerPoint presentation providing background information on the accreditation efforts for various IT systems at Fort Carson, including the Traffic Control System, Utility Management Control System, Central Plant Hot Water System, Microgrid System, Wastewater Treatment System, and Wastewater System.
The presentation covers the regulatory framework and Army policies governing the Risk Management Framework (RMF) process for authorizing these IT systems, as well as the current compliance status of each system. It identifies the system owners, system descriptions, operational requirements, resources needed to operate, and FISMA requirements. The document does not contain information about a specific federal contract opportunity, but rather provides technical details about the IT systems in use at Fort Carson.

CONTROLLED UNCLASSIFIED INFORMATION
Background :
a. On 12 March 2014, the DoD Chief Information Officer approved the implementation of the RMF, which replaced DIACAP. The RMF establishes cybersecurity policies and assigns responsibilities for executing and maintaining the RMF consistent with the principles set in NIST SP 800-37.
b. The RMF applies to all Army IT that receives, process, stores, displays and/or transmits DoD/Army information. These technologies are broadly grouped as Information System Platform IT (PIT), PIT systems, IT services and IT products.
c. The Army's transition to the RMF began in February 2015.
d. The Army migrated to the DoD Enterprise Mission Assurance Support Service (eMASS) tool as part of the RMF implementation.
e. The Army CIO/G-6 is responsible for overall administration of the RMF and remains the Army Authorizing Official (AO). The Army CIO/G-6 Cybersecurity Director remains the Army Senior Information Security Officer (SISO).
Background cont.
Fort Carson DPW has register the following system in FISMA and eMASS.
| System Name | Fort Carson Traffic Control System | System Acronym | TCS FT CARSON | Region | Central | |
| System | ||||||
| Description | The system operates and monitors traffic control systems Post Wide. The system consists of centralized master controller and 24 local controllers at roadway intersections linked via radio communications operating at 407.3 MHz's. The master controller is in the Traffic Control Center in the Directorate of Public Works (DPW). Program data can be uploaded and downloaded via radio between master and local controllers. | Installation | Fort Carson | System Owner | Joe Wyka | |
| eMASS ID | 1540 | AITR Number | DA 306233 | |||
| Operational? | Yes | PIA/SORN Required? | NO | |||
| FISMA Required? | Yes | Compliant? | NO |
Operational requirement. To provide Fort Carson with control of traffic systems on Post. The system allows the local controllers to be monitored for traffic conditions and counts, signal operations and functional status of equipment.
| Resources (human/financial/technical) required to operate. | One government person maintains and controls the system and the controllers. Power requirements for the local controllers is managed underneath the Operations and Maintenance Contract. This system has been in place since the late 1980s. |
| FISMA requirements. | The workstation and centralized master controller are behind a locked door in the Traffic Engineers office. Radio antenna at each traffic signal are directional and only face the master controller antenna in the DPW building. The domain of the system is RF/Radio. |
| System Name | FORT CARSON UTILITY MANAGEMENT CONTROL SYSTEM | System Acronym | UMCS FT CARSON | Region | Central | |
| System | ||||||
| Description | The Utility Management and Control System (UMCS) system and the user interface are located in Bldg. 1225 and reside on the Network Enterprise Center (NEC) backbone via the UMCS Local Area Network (LAN). The control system is an open Building Automation System (BAS) plan based on open LonWorks consisting of base-wide UMCS that is interoperable with multi-vendor LonWorks Direct Digital Control (DDC) systems. The system monitors and supervises networks of fielded building automation devices that control Heating, Ventilation and Cooling (HVAC) equipment and fire for over 340 buildings. | Installation | Fort Carson | System Owner | Joe Wyka | |
| eMASS ID | 1370 | AITR Number | DA 306234 | |||
| Operational? | Yes | PIA/SORN Required? | NO | |||
| FISMA Required? | Yes | Compliant? | YES |
| Operational requirements. | The Fort Carson UMCS has 15 Windows 10 machines. The Fort Carson UMCS utilizes an access controlled Virtual Local Area Networks (VLAN) on the Fort Carson Installation Campus Area Network (ICAN) to connect the Windows servers and machines to the control systems in each building at Fort Carson. The VLANs are used to transport encrypted information within the Fort Carson UMCS boundary. The VLANs reside in a private, non-routable IP space. Fort Carson UMCS does have one outbound connection, out-bound traffic is restricted to MDMS Gateway reporting to the MDMS Enterprise on port 443 |
| Resources (human/financial/technical) required to operate. | The critical function is managed underneath the Base Operations and Maintenance (O&M) Contract. The management of the UMCS is provided through a subcontract under the O&M contract. The Base O&M contract is a critical function which receives high priority for funding. |
| FISMA requirements. | The DPW system administrator maintain the compliance of the server, to include updates, risk mitigation along with the MOA, TSP & APMS records. |
| System Name | FORT CARSON CENTRAL PLANT (DISTRICT) HOT WATER SYSTEM | System Acronym | DHWS FT CARSON | Region | Central | |
| System | ||||||
| Description | The Ft Carson Hot Water Heat Plant Controls is a Supervisory Control and Data Acquisition (SCADA) system based at the Solo Point Hot Water Treatment Plant. The system will be used by the Public Works Hot Water Plant Operators to control the Hot Water Plant including pumps, tanks, filters, motors and other equipment. The system monitors the operating conditions throughout the plant and records this historically for environmental compliance.
