The scope and level of support shall be closely coordinated with the respective students and confirmed through the COR before proceeding with execution. Cost are firm fixed price per RFP CLIN Schedule.

Government will have 90 days to award.

The Contractor shall not perform any work or services until a written purchase order has been executed by the Contracting Officer. The Contractor shall complete all work and services within the period specified in the purchase order.

The desired end state will be that employees are well trained, prepared, and confident in their abilities to successfully pass the Project Management Professional Certification Examination on the first official attempt.

The training firm will act as an independent Contractor and not as an agent of the U.S. Government. Reference Appendix A

STEP 1: PMP Kick-Off Meeting Location: USACE Office, Phoenix, Arizona Instruction: Instructor Present (Not Virtual) Duration: 1 Day (8 Hours) Expected Students: 15-25

Contractor shall conduct a one day “kick-off” meeting where all course requirements and expectations are laid out to all of the USACE students that will be participating in the training. At this kick-off meeting, students will receive all required study materials and be briefed on the PMP application process, training expectations, study areas for the PMP exam, and study and exam preparation guidance. Contractor shall have a published agenda and shall walk through the PMP online application process. Students will be responsible for bringing the materials to class as multiple copies of the same material are not expected to be provided from the contractor to the student.

Providing a solid understanding of what will be expected by the students in studying and preparing for the PMP exam will be important during this meeting. The PMP exam seat fee is the students’ responsibility. Study timelines, schedule, and communication methods for support will be conveyed. Employees will receive the most current comprehensive training materials based upon the current PMBOK guide in hardcopy format and any other study materials deemed necessary by the instructing contractor.

STEP 2: 5 DAY PMP PREP CLASS

Location: Contractor Training Location, Phoenix, Arizona Instruction: Instructor Present (Not Virtual) Duration: 5 Day (8-10 Hours per Day) Expected Students: 10-14

Following the one day “kick-off” meeting, but no later than 14 days, the contractor shall host a 5-day PMP Prep Class that will provide 36-40 hours of resident instructor led PMI approved training in preparation for the students to sit for the Project Management Professional (PMP) exam and meet the PMI required 35 hours of project management education/training to apply for the PMP exam. This part of the training will be in-person, not virtual.

The contractor shall host the training in a training center at a location that does not exceed 30 miles from downtown Phoenix, Arizona. The training shall be conducted in a facility designed for training students in a professional environment. The training shall not be conducted at the USACE building. This is to ensure that the students are afforded the opportunity to be away from their normal places of Telework (home) and the USACE office. Training needs to be in an environment where students can focus without work distractions common to the USACE employees and their traditional work environment. Contractor shall provide all of the materials needed for the students to arrive and participate in the training. Students may bring their laptops; however, the contractor furnished one computer per student.

During this 5 Day PMP preparation class, the session will focus on overall principles and concepts of project management in accordance with the PMBOK Guide and Project Management Institute guidance.

Training shall include PMP test practice questions and focus on successfully passing the PMP certification exam. Training shall provide for PMP structured scenario-based examples, case studies, and best practices for studying, retaining, and using the PMI/PMBOK processes successfully for the PMP certification exam. Instructors must be certified by the Project Management Institute and current holders of PMP Certification.

Acceptable Monday thru Friday training schedule:

7:30 am to 9:30 am – TRAINING 9:30 am to 9:45 am – BREAK 9:45 am to 11:30 am - TRAINING 11:30 am to 12:30 pm – LUNCH (not contractor provided)

12:30 pm to 2:30 pm – TRAINING 2:30 pm to 2:45 am – BREAK 2:45 pm to 5:00 pm – TRAINING 5:00 pm to 5:30 pm – STUDENT INDIVIDUAL QUESTIONS WITH

INSTRUCTOR

During this period, it will be expected that all students have completed their PMP exam online application process with PMI and submitted their application to sit for the official PMP certification exam. Students who have not completed this process, will not be allowed to claim completion of this training nor allowed to sit for the PMP LIVE EXAM SIMULATOR #1. Students will be expected to have completed all steps possible to submit their application. If the student has failed to perform this effort, the contractor will notify the USACE COR in order for the USACE Supervisor to address issues/concerns with the student. Student does not need to get PMI final approval to get course credit or certificate.

USACE cannot “force” a student to complete everything required by PMI, but USACE and the contractor will provide support and guidance.

Getting the student to submit their package and set up an exam date is the expectation on the student and the hope and goal of USACE with the contractor’s technical support.

STEP 3: PMP LIVE EXAM SIMULATOR #1

Instruction: Instructor Present (Not Virtual) Duration: 1/2 Day (4 Hours) Expected Students: 10-14

Upon completion of the 5-day session, 3 days later, on the following Monday, the students will be scheduled for a 0800 live exam (simulation) at the contractor’s test location in Phoenix, Arizona, in a testing environment that replicates as closely as possible the actual PMP exam environment. This exam will be delivered/proctored by a trained and (PMI) certified instructor with comprehensive (detailed) feedback relayed to both the student and COR. Students will arrive to the contractor’s location before the exam, check-in as typical for a PMP exam, be seated in front of a contractor provided computer and be expected to take a 200 question PMP simulation exam in 4 hours similar to a PMI approved PMP exam. Upon completion, test results and performance, results will be provided to the student. A copy of the results will be provided to the USACE COR. This feedback will assist the student in better understanding areas of study and develop their confidence in study for and passing the PMP exam. Contractor shall provide computers for simulated exams.

STEP 4: STUDENT PMP SELF-STUDY

Instruction: Virtual Support Duration: 30-45 Days

Upon completion of the PMP Live Exam Simulator #1, students will be given a period of 30-45 days per their personal schedules to study on their own. During this period, students will be given online access to training contractor provided study materials. Students will be expected to schedule their own study times and study online during their own personal time.

It is expected during this time that the student will be notified by PMI as to the official date they will be allowed to sit for the official PMP certification exam. At this time, adjustments to the student’s study schedule can be made if needed. It is the intention that all students will schedule their official exam within 6-8 weeks after they apply with PMI.

Online CRAM sessions will be held at various times that align with each student’s schedule based upon when they schedule the official PMI PMP exam.

STEP 5: PMP LIVE EXAM SIMULATOR #2

Instruction: Instructor Present (Not Virtual) Duration: 1/2 Day (4 Hours) Expected Students: 8-12

Upon completion of the students 30-45 days of individual study, the student will be scheduled to sit for a second PMP exam simulator. Date and time will be scheduled between the student and training contractor for what is convenient for the student. The student will take a second live exam (simulation) at the contractor’s test location in Phoenix, Arizona, in a testing environment that replicates as closely as possible the actual PMP exam environment. This exam will be delivered/proctored by a trained and (PMI) certified instructor with comprehensive (detailed) feedback relayed to both the student and the COR. Students will arrive to the contractor’s location before the exam, check-in as typical for a PMP exam, be seated in front of a contractor provided computer, and be expected to take a 200 question PMP simulation exam in 4 hours similar to a PMI approved PMP exam. Upon completion, test results and performance results will be provided to the student. A copy of the results will be provided to the USACE COR. This feedback will assist the student in better understanding areas of study and develop their confidence in study for and passing the PMP exam.

The exam results and findings will allow the student and training coordinator to see how the student has progressed in their studying from between taking the first and second PMP live exam simulators.

Contractor shall provide computers for all simulated exams.

STEP 6: 3-DAY CRAM SESSION (ONLINE)

Instruction: Online Instruction (Virtual) Duration: 3 Day (24 Hours)

Upon completion of the PMP exam simulator #2, the student should have already been scheduled to take the official PMP certification exam at an approved location. With this date known, the student will be allowed additional time to self-studying using the contractor provided study materials. It is expected that the wait period from taking the PMP exam simulator #2 and the student taking the official PMP certification exam will be 2-3 weeks. Approximately between 3-5 days before the student takes the official PMP certification exam, the student will be given access to a 3 day online “CRAM” session. This will allow the student to shift focus on taking the PMP certification exam and “polish” their skillsets in a way that improves the potential of the student successfully passing the PMP exam the first time. In example, if the student is taking the official PMP certification exam on a Saturday, the CRAM session would be Wednesday thru Friday. The CRAM session will include all aspects of exam requirements, case studies, focus areas, nuances, and challenges the students could expect to encounter with the contractor providing tactics, tools, and procedures to successfully navigate those challenges. Students will be expected to access the CRAM session using their government provided devices to connect and communicate in this virtual setting.

Contractor shall provide live support to answer technical questions during the structured 3 day self-paced CRAM session.

It is expected that the student will take the official PMI approved PMP certification exam within 24 hours after taking the online CRAM session. It is the intention that all students will schedule their official exam within 6-8 weeks after they apply with PMI. Online CRAM sessions will be held at various times that align with each student’s schedule based upon when they schedule the official PMI PMP exam.
