About this file
This is a Questions and Answers document addressing contractor inquiries regarding Cable TV and Internet service procurement requirements.
The document clarifies key contractual considerations for service delivery. Regarding subcontracting arrangements, Spectrum does not resell TV services but can resell Internet services through other vendors or prime contractors, provided the Government contracts solely with the prime contractor. For the "contractor owned cables" requirement specified in PWS Section 1.1, existing cable infrastructure owned by a commercial service provider subcontracted by the prime contractor would not satisfy this requirement, except when reselling Spectrum Internet services. Concerning existing accounts and services, contractors may transfer or assume existing accounts and billing responsibility from the incumbent service provider where supported; Spectrum offers a Consent to Consignment form enabling service transfers from one customer to another without requiring disconnection and reinstallation. Service specifications indicate that the standard requirement is one TV service per cable modem, though some locations have multiple TV services. Both the current TV provider and Internet Service Provider at all locations are Spectrum.
