Section M - Evaluation Factors for Award

L.X SITE VISIT INFORMATION

(a) A site visit is scheduled for all interested offerors to view the C-130 and A-10 static display aircraft and the associated work site. While attendance is not mandatory, offerors are highly encouraged to attend to ensure a thorough understanding of the requirement.

Date: Thursday, February 19, 2026

Time: 10:30 AM Eastern Standard Time

Location: Bradley Air National Guard Base Visitor Center, 161 Rainbow Rd, Eat Granby, CT 06026. Attendees will be met at the Visitor Center and escorted onto the installation. Late arrivals may not be accommodated.

(b) RSVP Required for Base Access: All prospective attendees must RSVP via email to the contract specialist, MSgt Bezerra, David david.p.bezerra.mil@army.mil, and 1st Lt Devine, Justin, justin.devine.2@us.af.mil, no later than 4:00 PM EST on Monday, February 16, 2026. The email must include the full name, company name, and driver's license number for each individual attending. This information is required to coordinate base access. Failure to RSVP by the deadline will result in being denied entry.

(c) Submission of Questions: Offerors may ask general questions during the site visit to gain a better understanding of the requirement. However, any information provided during the site visit is not binding on the Government. All official questions must be submitted in writing to the Contracting Officer after the site visit. Any official Government response that changes the solicitation will be provided to all offerors via a formal amendment.

(d) Offerors are responsible for familiarizing themselves with all conditions at the site that may affect performance and cost. Failure to attend the site visit will not be considered grounds for any claim for relief from the contract requirements after award.

M.1 BASIS FOR AWARD

(a) The Government will make an award to the responsible offeror whose proposal represents the best value to the Government after evaluation in accordance with the factors and subfactors in this solicitation. This is a best value trade-off source selection.

(b) This process permits trade-offs among cost or price and non-cost factors and allows the Government to accept other than the lowest-priced proposal. The perceived benefits of a higher-priced proposal must merit the additional cost. The Government is more concerned with obtaining a superior technical solution than making an award at the lowest price.

M.2 EVALUATION FACTORS

(a) Proposals will be evaluated on the following factors, listed in descending order of importance:

1. Factor 1: Technical

* Subfactor A: Technical Approach & Work Plan

* Subfactor B: Project Management & Safety

2. Factor 2: Past Performance

3. Factor 3: Price

(b) Relative Importance: The Technical factor is significantly more important than the Past Performance factor. All non-price factors (Technical and Past Performance), when combined, are significantly more important than Price.
