About this file

This is a Questions & Answers document for federal contract W50S9H26QA015 supporting Air Force Special Warfare (AFSW) training exercises with the 194 ASOG and subordinate units. The contract requires contractor-provided electronic warfare (EW) and signals intelligence (SIGINT) collection and direction finding (DF) capabilities during the SENTRY NORTH exercise, running from 29 May through 12 June 2026, with a Statement of Funding Accountability (SF1449) Period of Performance from 1 June to 1 July 2026.

The contractor must provide a Lead Facilitator (ready to work 27 May; final After-Action Review 12 June) and three EW/SIGINT Operators (ready to work 29 May through 11 June execution completion) with SIGINT/EW military backgrounds—no FCC/GROL or communications backgrounds required. The contractor must supply all equipment necessary to sense, direction-find, and track AFSW reconnaissance elements, including equipment for planning, programming, and post-mission vulnerability debriefing to support daily lessons learned. Minimum equipment specification is 0–6 GHz coverage with contractor-provided reporting formats. Personnel must provide daily debriefing and instruction on detection methodologies, confidence levels, accuracy, and latency to help AFSW teams improve survivability and tactics. Work locations include Volk Field and the Black River Falls area. The contractor must obtain commercial billeting off-base within 15–30-minute proximity to Volk Field. No Secret clearance is required, no classified information access will be granted, and no DoD network logon or CAC/IA certification is necessary. Telework is permitted for pre-ADVON coordination with 194 ASOG only.

A10. Yes, Contractor will obtain commercial billeting off base. 15–30-minute proximity to Volk Field preferred for coordination. Recce teams will be working IVO Black River Falls, while 194 ASOG HQ and DC2 planning/ prep will take place on Volk Field. Primary intent of this contract is to collect on and DF the Recce elements as they execute and report to White Cell on Volk Field for inject/ scenario purposes.

A14. The contractor needs to bring all equipment required to sense and DF AFSW teams, conduct any required planning/ programming of that equipment, and any equipment required to provide post VUL debrief so that the AFSW teams can improve TTPs daily. The AFSW Recce elements will be using the Beast + for Blue EMS/DF but those are for the AFSW Teams to operate and integrate.

Q15.Willthe3EW/SIGINTOperatorsberequiredtobeinstructingandtrainingexercise
participants?Ifnot,wouldthegovernmentconsiderremovingthequaliϐicationfactorofϐive(5)years
ofEWinstructorexperience?

A15. Yes, daily debrief/ instruction is required, however, if the Lead Facilitator has the chops to instruct our teams to help improve their survivability and provide Lessons Learned, the Operators themselves don’t necessarily need to. The key here is that 1-2 members of your team can, post VUL each day, walk through mission reconstruction with the SIGINT Operators, show my guys what the SIGINT operators were seeing, when they detected it, how they detected it, and to what level of Con idence, Accuracy, and Latency, and provide 1-2 key Focus Points based on that truth data, and walk my AFSW teams through Lessons Learned that will focus on how they were found/ detected, and how they can mitigate that to increase/ improve survivability with AFSW Signal/PACE plans and other viable TTPs.

Q16. What/where will be the contractor work location(s) at Volk Field during the exercise?

A16. Lead Facilitator will be White Cell and will travel the most if the Operators cannot meet the above stated expectations. Work locations will be Volk Field, and the greater Black River Falls Area. On award of the contract I will provide Lat/ Longs for the targets our guys will be working. The SIGINT Operators will be working primarily in that greater Black River Falls area, but will probably need to be at Volk Field for the days leading up to execution if any gear preparation/ planning is required based on the AFSW comms.
