About this file

This file is a Questions and Answers document for the W50S9G26QA011 Overhead Monorail Crane System solicitation issued by the Department of the Army Wisconsin Army National Guard. The document addresses 13 clarifying questions submitted by potential offerors regarding system specifications, installation requirements, and quotation procedures.

Key technical clarifications include: the system shall be free-standing and floor-secured (not ceiling-mounted); no automation or pre-programmed movement is required, but the hoist and movement mechanisms must be electrically powered and controlled entirely by operator via remote control; the system must accommodate wheels up to 24 inches in diameter and 10 inches in width; a Below-the-Hook end-effector device for securing wheels must be included as part of the turnkey requirement and designed from corrosion-resistant materials; and all wheel core IDs are the same. Facility-related details specify that the NDI laboratory is an active mission-support facility (though unoccupied during the project), the facility has no mechanicals in the concrete floor, and double doors measure 71 inches wide by 83 inches tall. Union labor is not mandated, but offerors must comply with applicable Department of Labor Wage Determinations. Quotations must be submitted on standard company letterhead or forms and must include technical descriptions, turnkey installation plans, facility and utility requirements (including voltage and junction box location), and complete pricing schedules. The Q&A document does not specify pricing terms, set-asides, or federal contract vehicles; those details would be found in the related RFQ and supporting solicitation documents.

W50S9G26QA011 – NDI MONORAIL OVERHEAD CRANE

QUESTIONS AND ANSWERS 4 JUNE 2026

Question 1: Is this to be ceiling mounted or free standing?

Answer 1: The system shall be free-standing and secured to the floor. Nothing will be mounted to the ceiling structure.

Question 2: Is any automation required?

Answer 2: No automated or pre-programmed movement is required; per SOO Section 3.5, the system shall be fully operator-guided via an intuitive control system (e.g., pendant or remote). However, the hoist and movement mechanisms must be electrically powered.

Question 3: Is union labor required?

Answer 3: The Government does not mandate the use of union labor. Offerors are required to comply with the applicable Department of Labor Wage Determinations and labor clauses included in this solicitation. This requirement is not subject to Wage Determinations as it is a supply purchase with incidental installation.

Question 4: Is the facility currently in operation?

Answer 4: Yes. The NDI laboratory is an active mission-support facility. The contractor must coordinate all on-site visits, installation, and testing with the Contracting Officer to minimize disruption to operations. The facility is fully operational, however during the project there will not be anyone working there.

Question 5: Is there a particular quote form/format?

Answer 5: There is no specific government form or format required for your quotation. Quotations may be submitted on your standard company letterhead or quoting form. However, to ensure the Government can properly rate the technical merit of your proposal, your quote must provide sufficient detail addressing all requirements outlined in the Statement of Objectives (SOO). This includes, but is not limited to: a technical description of the proposed system and end-effector, your turnkey installation plan, facility and utility requirements (such as the required voltage and proposed junction box location per SOO Section 5.1), and a complete pricing schedule.

Question 6: Are we to also quote BTH (Below the Hook) device for securing the wheels from the hoist hook?

Answer 6: Yes. Section 1.0 of the Statement of Objectives (SOO) defines this as a turnkey requirement for a fully operational system. Furthermore, Section 3.3 of the SOO explicitly states that the system must include an "End-Effector" (the device that holds the wheel). This end-effector must be designed to securely grip the wheel in a horizontal position without causing damage and must be constructed from compatible, corrosion-resistant materials. The cost of this device must be included in your quote.

Question 7: Are drawings of the wheels available?

Answer 7: Drawings of the specific wheels are not available at this time. However, as stated in Section 3.3 of the Statement of Objectives (SOO) under "Object Dimensions," your proposed system and end-effector must be designed to accommodate wheels measuring up to 24 inches in diameter and 10 inches in width.

Question 8: Are all the wheel core ID's the same?

Answer 8:Yes

Question 9: What is the size of the double doors opening into the room width and height?

Answer 9: 71” Wide x 83” Tall

Question 10: Do the one set of doors lead into the receiving dock?

Answer 10:No, both sets of doors lead into the hallway.

Question 11: Will the ARW supply the test weights or o we bring our own?

Answer 11:The 128th will not supply weights.

Question 12: Are there any mechanicals in the concrete floor? Electric, radiant heat etc.

Answer 12: CE has confirmed there is nothing in the floor.

Question 13: Is the intent that this system is fully automated from part picking, through the tanks, and then to the drop point? Or are we talking about a radio remote control that the operator pushes up/down and controls the traveling between the tanks? It would be fully driven but the operator controls all motions with a radio remote control.

Answer 13:The system will be controlled with a remote for the entire process.
