About this file
This document is a Questions and Answers (Q&A) file related to a solicitation for fall protection systems for two types of refueler trucks (R-11 and C300). The document provides responses to eight contractor questions about system specifications, including acceptable fall protection system types, user capacity, mounting surfaces, and installation requirements. Key details include:
The government seeks a fall protection system that can accommodate one user simultaneously, with systems that can fold down when trucks drive under aircraft. While the government owns the trucks, they cannot provide detailed specifications or drawings. Contractors were given an opportunity during a site visit to obtain specific measurements and mounting information. The solicitation allows for alternative installation methods (self-install or contractor-installed), which will be evaluated based on the solicitation's criteria. The document includes two photos of the R-11 and C300 refueler trucks to provide visual context for potential bidders.

Question # Question Answer 1 System Type – Could you please provide examples or references of acceptable fall protection systems (e.g., overhead trolley beam, rail, lifeline, or equivalent) to ensure we are proposing the intended solution?
Different types of systems will be considered, provided that they have the required characteristics stated in the Combined Synopsis/Solicitation. A specific type will not be endorsed within the solicitation, as some may have benefits of which we are not aware.
2 Dimensions / Length – Please confirm the approximate working length of the system required on the R-11 and C300 refuelers.
The Government owns the trucks, but it does not produce them, so detailed specifications, drawings, or schematics cannot be provided. An opportunity was provided at the site visit for the contractor to obtain its specific measurement needs.
3 User Capacity – How many users are expected to be on the system simultaneously per vehicle?
One.
4 Mounting Surface – Could you specify the surface or structural areas on the trucks where the systems are expected to be mounted?
The Government owns the trucks, but it does not produce them, so detailed specifications, drawings, or schematics cannot be provided. The contractor will determine the proper mounting points, and an opportunity was provided at the site visit for the contractor to obtain the information it needs to provide a suitable system. The tank itself is aluminum.
5 Structural Drawings – If available, can you provide structural drawings or diagrams of the R-11 and C300 truck tops to help vendors determine appropriate attachment methods and load calculations?
The Government owns the trucks, but it does not produce them, so detailed specifications, drawings, or schematics cannot be provided.
6 We kindly request drawings and photos of the existing conditions.
The Government owns the trucks, but it does not produce them, so detailed specifications, drawings, or schematics cannot be provided.
Two photos are provided below. An opportunity to take any specific photos required by a contractor was provided at the site visit.
7 Are there any height limitations? These trucks occasionally drive under aircraft, so any significant upward protrusions, such as guard rails, must be able to fold down when not in use.
8 The solicitation states that the Government will self-install, but contractor installed is recommended. Is this acceptable?
Alternative line items may be quoted and will be evaluated using the basis stated in the solicitation.
