About this file
This document is a Questions and Answers (Q&A) file for Solicitation #W50S9F-25-Q-0003, relating to an insulation installation project for the 115 Fighter Wing at Dane County Regional Airport. The Q&A addresses seven key contractor inquiries, including details about material specifications (1.5" insulation), relabeling requirements, bird netting handling, and piping location (approximately 25' high, requiring a scissors lift).
Key responses clarify that the site visit was conducted on 08 July 2025, and contractors can cut and repair existing bird netting rather than fully replacing it. The project involves insulating approximately 570 feet of 3" diameter HRR and HRS piping in the Corrosion Control and Fuels Cell Bays of Building 852. The solicitation is a small business set-aside with a size standard of $45.0M, and the contract will include three contract line items (CLINs): insulation materials/labor, relabeling, and bird netting removal/reinstallation. The solicitation close date was initially 21 July 2025, with the document posted to SAM on 22 July 2025.

5.
I saw that this solicitation was update with expiration date of tomorrow ( 7/21/2025) however this date does not allow for a site visit to access the job so question is was this error/oversight and or that this update should read 7/25/2025 which is this coming Friday that’ll likely give adequate time for assessment etc?
Per Solicitation W50S9F25Q0003, a site visit was conducted 08 July 2025, 10:00 a.m. local time to allow all potential offerors the opportunity to access the job site.
6.
To remove and replace netting with new has a cost exceeding $60,000. Can the existing netting remain down after the work currently being done on beams for three weeks allowing time to insulate which would reduce/save this cost?
No, that work is complete. Bidders should bid as though the netting is fully installed. The 115th Fighter Wing does not desire removal and replacement with new. Cutting the existing netting to gain access and repairing is acceptable, to include but not limited to repair with zippers, hog ring or other pre-approved industry standard, is acceptable.
7.
If the netting must be removed and replaced as part of the insulation project can the existing netting be reinstalled rather than providing new?
Yes, but not necessary. Cutting the existing netting to gain access and repairing with zippers, hog ring or other pre-approved industry standard, is acceptable.
