About this file

This document is a Brand Name Justification for the procurement of a Haulotte HA61RTJ Pro Articulated Boom Lift for the 141st Air Refueling Wing (141 ARW) at Fairchild Air Force Base. The 141 MXS (Maintenance Squadron) requires this specific model to maintain operational capabilities and equipment compatibility with their current inventory. The justification cites the need to mitigate increased costs associated with training, hazardous materials, and servicing multiple equipment brands. The related federal contract opportunity is a Request for Quote (RFQ) for the purchase of one Haulotte HA61RTJ Pro Articulating Boom Lift, with a quote due date of September 27, 2024. This is a brand name only requirement under NAICS code 333924. The award will be made as a Firm Fixed Price contract to the responsive offeror deemed to offer the best value to the government.

DEPARTMENT OF THE AIR FORCE

HEADQUARTERS 141ST AIR REFUELING WING (AMC)

FAIRCHILD AIR FORCE BASE WASHINGTON

25 September 2024

MEMORANDUM FOR 141 MSG/MSC – BASE CONTRACTING OFFICE

FROM: 141 MXS

SUBJECT: Brand Name Justification for Haulotte HA61RTJ Pro

1. Agency and Contracting Activity:

141 ARW – 141st Air Refueling Wing Base Contracting Office

2. Nature and/or Description of Action:

Justification for soliciting for Brand Name requirement for the procurement of Haulotte HA61RTJ Pro Articulated Boom Lift

3. Description of Service and Estimated Price:

-Qty: 1ea Haulotte HA61RTJ Pro

TOTAL ESTIMATED COST:

4. Justification:

The specified Haulotte HA61RTJ Pro Articulated Boom Lift is needed to meet operational capabilities and maintenance compatibility with the 141 MXS’s current equipment. The HA61RTJ Pro matches the current equipment possessed by the 141st MXG and having multiple manufactures would create undue cost increases. These costs would include training technicians to work on an additional brand of equipment, added HAZMAT for different spec’d lubricants/oils, and multiple annual servicing parts differences. These costs can be mitigated with the acquisition of the same equipment model/brand with compatible parts. Many parts are already on hand due to the same engine manufacturer used in current aircraft ground equipment.

5. Market Research:

Contacted Haulotte North America for information on same model used by the 141st, and it is still offered and available.

I, the undersigned, certify that this justification is accurate and complete to the best of my knowledge and belief.
