About this file
This is a Questions and Answers document addressing clarifications for a Firm Fixed Price catering services solicitation (W50S9C-26-Q-A017) issued by the Vermont Air National Guard for the period of September 30, 2026 through September 20, 2027. The document clarifies key operational and contractual requirements, including that vegetarian/plant-based options are the only mandatory special dietary accommodation, with historical uptake estimated at 30-40 portions daily, and no additional allergy or religious accommodations are required. The solicitation requires Service Contract Act (SCA) compliance with prevailing wage determination, and historically 6-8 employees have staffed the 11:00 AM to 1:00 PM meal service window during the period of performance. The contract is a recompete of prior contract W50S9C-25-P-A012 held by Them Apples, LLC for $151,470, which received seven quotes. Past performance from named subcontractors is permissible for evaluation purposes. This requirement is a 100% small business set-aside under NAICS Code 722320 (Caterers) with a size standard of $9.0 million, issued under simplified acquisition procedures as a Request for Quote (RFQ). Questions were due by 1:00 PM EDT on August 11, 2026, with answers posted by August 12, 2026 at 5:00 PM EDT, and quotes must be submitted in written form addressing all evaluation factors outlined in Federal Acquisition Regulation clause 52.212-1.

1. Question 1: Does the government require halal, kosher, gluten-free, or allergy accommodation on request, or is the vegetarian/plant-based option the only special-diet requirement?
· Vegetarian is the only special-diet requirement.
· Question 2: Is there historical data on the vegetarian/plant-based entrée uptake, to help us plan portioning?
· Historical data would estimate the vegetarian option to be approx. 30-40 portions per day.
· Question 3: Will past performance from a named subcontractor count toward the past performance factor?
· Yes, The CO is permitted to use "any other reasonable basis" to evaluate past performance, which logically includes examining the track record of the entity performing the work.
· Question 4: We don't see a Service Contract Act wage determination included—does this service contract require us to pay prevailing wages, and if so can you provide the applicable wage determination?
· Solicitation amended to include 52.222-41, SCA and wage determination
· Question 5: How many employees must work during the 1100-1300 meal service hours, since the contract only requires an 'adequate workforce’?
· Historically, 6-8 employees worked during the period of performance.
· Question 6: Beyond the vegetarian options marked in the sample menus, are there any allergy or religious dietary accommodations we must be prepared to provide, and roughly how many diners do they affect?
· No other accommodation is required beyond vegetarian options
· Question 7: Is this work currently under contract (a recompete)? If so, please share the incumbent contractor's name, the prior contract number, the awarded price of the previous contract, and how many quotes were received.
· W50S9C-25-P-A012, Them Apples, LLC; $151,470, 7 quotes received
