About this file

This is a Questions and Answers document for the TEC WiFi federal contract opportunity at IG Brown Training & Education Center.

The contract encompasses both internet service provision and Wi-Fi network management/support, with the contractor responsible for procuring and maintaining a single internet circuit while managing the Wi-Fi infrastructure. The scope includes five buildings (Vitzhum Hall, Alexander Hall, McKinley Hall, Lankford Hall, and Moon Hall) with residential capacity for 300+ students. The existing Wi-Fi network uses Ruckus 9F1-R610-US00 Access Points and Ruckus ICX 7150-C12P and ICX 7150-C24P switches, which the contractor is expected to maintain and support rather than replace wholesale. Equipment failures require contractor procurement, configuration, and installation of replacement equipment. The network operates on a single SSID requiring password authentication and supports concurrent connectivity for 300 users. Current internet bandwidth is 2 Gbps minimum, with the primary switch located in Building 410 and the ISP point of presence/gateway in Building 102 (102 Briscoe Drive). The contractor is responsible for fiber network maintenance between buildings, content filtering implementation, and interaction with the ISP (currently AT&T). The incumbent contractor is N-Ovation Technology Group, LLC under existing contract W50S9821P0017. The government will consider all solutions regarding equipment ownership, including contractor-retained ownership models. Existing Cat6 ethernet cabling (installed 2021) connects access points to PoE switches, with the contractor responsible for new cable installation if needed. The contract does not require wired Ethernet ports, outdoor coverage, bandwidth throttling, or separate guest network portals.

TEC WIFI Questions and Answers Q: Can you please advise the specific address that would receive the connection? At times bases have Network Enterprise Centers where circuits are dropped and then extended to the end-user site. If that is the case, do you have an address for the Base Telecom drop off point?

A: The Base Telecom drop off point is Building 102 (102 Briscoe Drive)

Q: The PWS lists the same equipment items — Wi-Fi ceiling/wall mount APs, Wi-Fi premium port POE switches, and Wi-Fi premium port switch power supplies — under both Section 3.0 (Government Furnished Property) and Section 4.0 (Contractor Furnished Property/Materials/Equipment). Could the Government clarify: a) Is existing Wi-Fi equipment (APs, switches, power supplies) currently installed and operational at the TEC facilities that the contractor is expected to maintain/support, or b) Is the contractor expected to furnish and install new equipment of the same type, and if so, is the Government-furnished equipment listed in Section 3.0 intended as a separate/legacy system, spares, or something to be decommissioned/replaced? Clarification on the current state of installed Wi- Fi infrastructure (make/model, age, quantity, and condition) would help offerors accurately scope equipment requirements and pricing.

A: The existing Wi-Fi equipment is currently installed and operational. The contractor is expected to maintain/support. If any equipment fails during the life of the contract, the contractor is responsible to purchase replacement equipment, configure the equipment, and install. The contractor is not expected to replace all existing equipment with new equipment.

Q: Can you please provide a labeled map that matches the PWS for the buildings in which Wi-Fi is to be provided? The map handed out at building 405 doesn’t match building numbers with the PWS.

A: Campus Map and PWS do not match, nor match TEC WiFi Drawing. Vitzhum Hall (Building 406/407) labeled as 406A/B on WiFi Drawing. Alexander Hall (408/409) labeled as 408A/B. McKinley Hall (414/415) labeled as 414A/B. Lankford Hall (410/411/419) labeled as 410A/B/C. Moon Hall (412/413/417) labeled as 412A/B/C. Corrections made in Section 1.1 of PWS to reflect correct building numbers. TEC WiFi Drawing will still reflect A/B/C.

Q: Confirming: does the quote need to include BOTH the internet service (e.g. a Spectrum or AT&T internet connection) AND the necessary infrastructure to provide Wi-Fi? Internet connection and Wi-Fi are two different things; in other words, are we paying the internet bill? Or are you?

A: The contract is for both the Internet service and the management/support of the Wi-Fi network. We are looking to pay one bill and to a single POC for issues. The contractor will interact with the ISP.

Q: Can you please provide a list of current equipment and its location?

A:

Equipment locations noted on TEC Wi-Fi Drawing:

APs: Ruckus 9F1-R610-US00 Wireless Access Points

Switch: Ruckus ICX 7150-C12P, Ruckus ICX 7150-C24P

Q: Are there any known issues or locations that have problems with Wi-Fi or connectivity?

A: Main issues are:

WiFi switches not coming back up after power outages requiring on-hand troubleshooting from Cyber personnel.

During high usage, .mil sites not being able to be reached while on WiFi also preventing the usage of AF VPN.

Q: Is the internet speed acceptable to users currently?

A: Speed is acceptable to users

Q: What is the size of the current internet circuit? 1 Gbps? 2 Gbps? 10 Gbps?

A: 2Gbps minimum

Q: The building where the carrier demarcation or primary telecommunications room is located.

A: As noted on TEC WiFi Design, Building 102: ISP PoP and Gateway. Building 410:

Primary Switch

Q: Could you please provide the current maximum occupancy of the residential lodging spaces included in the project scope?

A: Capability to house 300+ students

Q: Would you be able to provide an inventory of the existing network equipment currently deployed across the site? If possible, please include the make, model, and quantity of equipment such as switches, wireless access points, controllers, firewalls, and any other relevant network infrastructure components.

A: See Drawing. See Previous Question

Q: Could you provide any available wireless coverage maps, floor plans, or documentation showing the current locations of wireless access points within each building?

A: See Drawing

Q: Are there any specific content filtering, security, or web access restrictions that must be implemented on the network? Alternatively, is the expectation that the network will remain generally open, with access controlled through user authentication and passwords for BYOD devices?

A: Open

Q: Is there an expectation for different network experiences, access levels, or policies between students and instructors/administrative staff?

A: Same access level for all users

Q: Is there an expectation to implement bandwidth management or throttling on a per-user or per-device basis?

A: No

Q: Do you have any existing Wi-Fi network infrastructure in the buildings, or does this require all new infrastructure installation including CAT-6 cable run?

A: Existing WiFi network exists. New equipment all required for equipment failures.

New infrastructure should not be required.

Q: Do you have any government networks existing in the same buildings that are not part of this solicitation, what are the infrastructure, do or would it share IT room with the TEC Wi-Fi network in this request?

A: Yes, WiFi network exist in same building as AFNET. Wi-Fi equipment shares Comm Room with other IT Equipment.

Q: Is this solicitation requiring a Captive Portal for guest separate from internal user network?

A: All WiFi access use same password.

Q: Can you share floor plans with dimensions and square footage of the buildings.

A: See Drawing

Q: Are the buildings multi-floors, bricks or sheetrock; a cad drawing will help to design the Wi-Fi coverage area more precisely?

A: Multi-floor, brick exterior, sheetrock on interior walls. See WiFi drawing.
