About this file

This is a Questions and Answers document for federal contract W50S9326QA012 addressing the Supply and Installation of A/C Units at Building 3 Punta Salinas.

The document clarifies technical specifications and scope requirements across twelve questions raised by prospective contractors. Key details include: electrical connections will be routed from designated distribution panels in three rooms (Room 14 at 65 LF, Room 3 at 75 LF, and Room 11 at 35 LF) rather than using a standard 160 LF baseline per unit; all exterior conduit must be PVC Schedule 40; mildew remediation consists of surface cleaning treatment only (650 SF) requiring standard OSHA/PR-OSHA protocols and a contractor-submitted Remediation Plan, without requiring AHERA certification; exterior disconnect switches must be wall-mounted in NEMA 4X enclosures; the 8-ton VRF unit baseline is referenced in Figure A-2 of the SOW with TGM as the preferred brand for floor/ceiling units; paint specifications require Zinsser Mold-Killing primer and Zinsser Perma-white semi-gloss paint; contractors must evaluate moisture source conditions and provide technical evaluation with recommended corrective actions, as the root cause remains undetermined; and contractors must submit realistic project schedules identifying approximate lead times for long lead items, with potential contract amendments to accommodate equipment delivery timelines subject to government approval.

Questions and responses Supply and Installation of A/C Units at Bldg.3 Punta Salinas

W50S9326QA012

1. Electrical Panel Capacity: During the walkthrough of Bldg. 3, it was observed that the designated electrical panel appears to have only one (1) available space remaining. Can the government confirm if this panel is intended to serve all three (3) new units, and whether an upgraded panel or subpanel installation is required?

ANSWER:

The electrical connection would be as follow:

- Westside unit: DP in Room 14 distance: 65 LF (approx.)

- Eastside unit: DP in Room 3 distance: 75 LF (approx.)

- Southside unit: DP in Room 11distance: 35 LF (approx.)

2. Electrical Connections Lineal Footage: Section 4.3.3 specifies installing new electrical connections at approximately 160 LF per unit. Please confirm that contractors should use 160 LF per unit as the standard baseline for pricing across all units.

ANSWER:

- Refer to response no. 1

3. Exterior Conduit Material: A mix of rigid and PVC conduit was observed on the exterior. Please specify the required conduit material (e.g., Rigid Metallic Conduit, PVC, or Liquid-tight) for all exterior runs.

- PVC SCH 40

4. Mildew Remediation Scope & Certification: The remediation scope appears to consist of surface cleaning/treatment without demolition.

- Correct.

5. Given this scope, please confirm if AHERA-certified personnel are strictly required, or if standard

OSHA/PR-OSHA surface remediation protocols are acceptable.

ANSWER:

- Standard surface remediation procedures. Contractor to provide a Remediation Plan for

Government review prior to mildew mitigation work activities.

6. Can the government provide an estimated square footage (SF) of the wall/surface area to be cleaned for uniform bidding purposes?

- 650 SF

7. Equipment Basis of Design: Section 4 references a "Midea condenser and ceiling/floor split units" as well as an 8-ton VRF unit. Can the government provide preferred model numbers or specific manufacturer specifications to serve as the baseline for "or equal" evaluations?

ANSWER:

- Refer to figure A-2 in SOW for exiting 8 Ton unit model number to replace.

- Floor/ceiling units TGM preferred brand for base standardization

8. Exterior Disconnect Switches: Please confirm the required NEMA enclosure rating (e.g., NEMA 3R, NEMA 4X) for outdoor disconnect switches and whether they should be wall-mounted or installed on independent support bases.

- Wall mounted. NEMA 4X

9. Missing Detail/Drawing Page: The specification document references a detail/drawing at the end of the package. Could the government please issue an amendment providing this missing drawing/detail sheet?

- Refer to

10. Period of Performance & Lead Times: Given potential supply chain lead times for commercial HVAC units, will the government consider adjusting the 60-calendar-day POP or allowing performance time extensions specifically for equipment delivery delays?

ANSWER:

- Solicitation Section M (Evaluation Factors for Award) under paragraph iv (Technical review) iii

(Subfactor 2) prescribes for the offeror requirement of producing a realistic project schedule to identify work activities including approximate lead times for long lead items. Although firm dates to these are difficult, this will require the contractor to obtain an approximate timeline from their suppliers in writing, this in turn will mitigate/minimize potential of significant delays from supply chain disruptions. Upon receiving this written statement, a notice to proceed and a contract amendment can be issued to reflect these long lead items timelines and held the contractor to fulfill them. In the event of additional unforeseen circumstances, special meritorious situations can be evaluated separately to deviate from these procedures explained herein.

11. Section 4.9.2 – Moisture Source Elimination: The specifications state to "identify and repair the root cause of the moisture (e.g., masonry leaks, condensation, or high humidity) before applying surface treatments." At this point, the root cause of the moisture in the affected areas remains undetermined. Could the government please provide additional clarification on this requirement and how contractors should address this portion of the scope for uniform bidding purposes?

ANSWER:

- The root cause of the moisture is unknown. Contractor is to evaluate the existing condition of the areas (eg. humidity levels, condensation, current equipment settings, etc.) and provide a technical evaluation with recommended correcting actions.

12. Section 4.9.6 – Painting & Finish: The specifications require applying "two coats of premium interior finish paint containing an anti-microbial additive, matching the existing room color and texture." Could the government please provide a preferred manufacturer/model or approved equivalent to serve as the basis for design?

- Primer: Zinsser Mold – Killing primer, paint: Zinsser Perma-white semi-gloss
