Answer: the main high-volatge lines of 4,160 volts are provided in the SOW and the main connection is shown in the
SOW.
15. Site Preparation: The Base (ANGB) will provide a surveyor's plan, including the project's area measurements and surface delimitations. Who will address the project's limits?
Answer: Project limits can be answered in 2 ways. 1) construction area – which will be requested by the contractor via submittal and 2) the construction of the pad and supporting infrastructure, which was provided and will be resubmitted by contractor.
16. Please provide a Geotechnical Soils Report of the site subsoil conditions. The local structural engineer will require confirmation from a licensed geotechnical engineer of the existing soil conditions to sign and seal a structural design of the building concrete pads and footings.
Answer: This is part of the SOW, “5.3.3 Contractor shall validate footer design in attachment 3 and if needed, take soil samples, to validate or improve soil classification assumptions (Class D). ” We will increase the period of performance form 120 days to 180 days to accommodate testing & permits.
17. We recommend that the period of performance be changed to 180 calendar days from NTP to Substantial Completion.
Given that there is no Geotechnical Report, we will have to include this as part of the scope of work and this will add time to the delivery of the work since the civil (earthwork) structural drawings will depend on the geotechnical report. Also, there is a liquidated damages clause of $678.35 per day fee for failure to complete the work within the 120 calendar days contract duration stipulated in the Solicitation documents.
Answer: Concur. Recommend KO explains how Liquidated damages are applicable.
18. Refer to Technical Exhibit 2 of the SOW. Please confirm if the submittal for the Civil site soil lift plan with passes and compaction requirements shall be provided by a licensed geotechnical engineer in Puerto Rico. To comply with this requirement a Soils Boring Report will be required.
Answer: Correct. However, in the SOW it says, “5.3.3 Contractor shall validate footer design in attachment 3 and if needed, take soil samples, to validate or improve soil classification assumptions (Class D). ” We will increase the period of performance form 120 days to 180 days to accommodate testing & permits and this testing will accommodate the requirement of providing a soil lift plan with passes.
19. Our electrical engineer has recommended that the existing electrical manhole be replaced to comply with code and safety requirements for the electrical point of connection. The existing manhole does not have the primary bars and stress cones required for the electrical connection to the new building loads. Please advise what the Government wishes to be considered for this scope of work.
Answer: Currently, we recommend repair. If in the proposal, you might recommend to replace, that can be an alternate proposal. Recommend Contracting Officer provides guidance on how to provide 1 bid with an alternate proposal (i.e. change).
20. The scope of work calls for lightning protection of the building. This system is installed at the roof of the building. The building itself is not part of the scope of work. Please advise what should be considered for lighting protection. Will this be performed by the building contractor or the prime of this contract?
Answer: SOW states: “5.6.5 Refurbish the primary high-voltage line manhole IAW code & criteria requirements, to include but not limited to: primary elbows, lightning protection, splice bar, etc. Pictures are provided on attachment 6: manhole pictures.” Thus, there is only lighting protection required for the primary high-voltage line manhole, as applicable.
21. Please advise if the building contractor will provide the prime contractor of this contract the drawings in AutoCAD format for our use in developing the For Construction Set signed and sealed by the electrical, civil, and structural engineers of record.
Answer: CAD drawings will be requested for the foundation design for the awarded contractor. Once we get confirmation from the equipment contractor if the CAD drawings can be provided, we can update.
22. We were advised during the prebid meeting that the existing electrical point of connection provides power to many of the existing buildings at the Muniz Air National Guard Base. Please advise if there are limitations to the time and duration of the electrical shutdown required to perform the modifications of the existing point of connection for this project.
Answer: Outages need to be coordinated at least 2 week in advance and is preferred to be done outside of working hours or weekend. The work to be performed should maximize all legwork to reduce outage time. Mainly, there cannot be multiple day power outages. If an outage is required, power must be restored before the end of the day.
23. Refer to Technical Exhibit 2 of the SOW. Please advise what should be included in the Approved Project Permits submittal.
Answer: All required permits for construction and environmental required by Puerto Rico. Typically includes: PUI, Environmental permit, etc. The base will provide:
- dig permit along with local utility drawings, for awareness
- Any hot permit requests
- Any confined space permits
24. Please advise if the building contractor will provide us with a template and anchor bolts required for the steel building column pedestals. These will be required for the installation of the building's structural columns by the Government’s building contractor.
Answer: The design provided takes into account the equipment to be installed. However, once the contract is awarded, we will be able to communicate any specifics with the equipment contractor.
25. Will the Government continue with all project permit closing responsibilities after our work is completed and handed off to the building contractor?.
Answer: The project will be considered closed and complete once the SOW is complete (Pad, foundation, soil, electrical line & transformer, and comm conduit). When we take “ownership” of the project completion, we then work with the other equipment building contractor for their install.
26. Please advise if we shall consider new sodding outside of the building for all disturbed green areas. If so, please provide specifications for the type of sodding required. Given that this building will be worked on after we complete the electrical and structural concrete works, we do not recommend that this work be included as part of this contract and all green areas will be left at rough grade.
Answer: Any disturbed area used for work outside of the main project area will need to return to equal or better, including grass. We will provide sodding/seeding requirements soon.
27. Please advise if the Government will provide all structural and electrical engineering calculations prepared by the Government’s building contractor’s engineering team. This information will be required for the local engineering team design review and signature.
Answer: The calculations/assumptions are provided in the notes of the design. Are you requesting the actual specification calculation (long version) that includes plugging in numbers, etc?
