4. PURPOSE AND NEED FOR ACTION (Identify decision to be made and need date) Need Date: 02/28/2020. Building 3 was constructed in 1941 and requires renovation because is necessary to convert this facility into open space office area to the new Combat Communications Mission.

5. DESCRIPTION OF PROPOSED ACTION AND ALTERNATIVES (DOPAA) (Provide sufficient details for evaluation of the total action.)

Building 3 will be renovated to repair and upgrade the building features and entire interior of the building. Repair buildings including entry points access pedestrian doors, and office doors, comply with all current building codes, UFC, UFGS requirements. Upgrade men and women latrines, repair and paint exterior and interior walls, replace entire reflected ceiling system and lamps, floor tiles and interior finishes. Repair associated utilities (to include electrical, communications support, water and sanitary), install a new fire alarm and detection system. Repair and replace A/C systems.
