About this file
This document is a set of Responses to Questions regarding a Request for Quote (RFQ) for Local Telecommunications Services. The key details are:
The government is seeking to convert from low-speed time-division multiplexed (LSTDM) to Session Initiation Protocol (SIP) trunking services at two sites - the 171st Air Refueling Wing (ARW) and 258th Air Traffic Controlling Squadron (ATCS). The contractor shall provide all personnel, equipment, tools, materials, supervision, transportation, quality control, and services necessary to perform and provide local access to the designated circuit demarcation point(s), as defined in the Performance Work Statement (PWS).
The government responded to several questions related to the SIP trunking requirements, infrastructure compatibility, and performance standards. Vendors must submit their quotes by 2 September 2024 at 9:00 am Eastern Time. The contract will be a Firm Fixed Price type, with a one-year base period and four 12-month option years. The government intends to award without discussions to the lowest price responsible quoter representing the best value.

No. Question Government Response
SIP Trunking Requirements: The PWS mentions the need to migrate from LSTDM circuits to SIP trunking services. Could you confirm if the Government requires a dedicated point-to-point connection as part of this SIP trunking solution, or if the requirement is focused solely on the SIP trunks managing the communication traffic without a traditional point-to-point setup?
Verizon currently hosts our 1100 DID/DODs on a P2P, Long Distance Trunk on P2P, and DSN on P2P. We need new SIP trunk(s) to maintain that call arrangement. If that can be accomplished without traditional P2P we don't have a preference.
Infrastructure Compatibility: Are there any specific details regarding the existing infrastructure that we should be aware of that might necessitate a dedicated connection, or is the expectation that the SIP trunking solution will interface with the current systems without such a setup?
SIP Trunk will not interface directly with our Avaya S8800 PBX. We require some manner of interface to do the SIP/TDM conversion until such time as we upgrade our PBX.
Performance Standards: To ensure we meet the required performance and quality standards, are there any additional specifications or expectations regarding latency, jitter, or other quality of service (QoS) parameters that we should consider in our proposed solution?
These are all voice quality servce so we anticipate QoS levels appropriate for voice.
