No. Question Government Response
Are you requiring R-30 Minimum tapered insulation on the new B300 DFAC Kitchen roof? R- 30 minimum is the current building code requirement in Pennsylvania for all roof replacements.
The Government requires the roof to have a 30-year warranty on the roof and to match existing roof R values.
I understand that core samples were taken of the existing roof system and that information is going to be provided. Our concern will be if we are going to match the existing roof insulation thickness with the new system or if an R-30 minimum is going to be required. If R-30 is the case, the additional thickness will affect the existing equipment curbs, overflow scuppers (not sure if there is even enough height to raise them), EIFS on the two walls that extend above our roof deck and even the clearance at the bottom of the roof ladder to the higher roof. This change will involve additional trades; mason, metal fabricator and EIFS.
Even if the new insulation is to match the existing we could still have an issue with flashing along the EIFS wall that is a couple of inches above our roof deck. The standard minimum for flashing is 8".
Match existing roof insulation thickness. For flashing along the EIFS wall that is only a few inches above the roof deck, the contractor shall use “means and methods” to determine the best way to flash that area to prevent water penetration. The contractor may use the 8” flashing for that area and flash around the windows.
As shown in detail 1/A6-1, the EIFS appears to only be a few inches above the roof. Can you please provide a detail of how we should terminate the new roof to accommodate the difference in insulation thickness or should the existing EIFS be modified to accommodate this change? (Please also reference the attached picture)

4 Are we to provide the same insulation thickness as the existing roof system? Match existing roof insulation thickness.
5 To qualify for a 30-year warranty, with the inclusion of a coverboard, the lower layers of polyiso only need to be 20psi. Is 20psi polyiso acceptable for this project? yes, as long as the 20 psi is acceptable to meet the 30-year warranty
6 Is standard cellulosic mat faced polyiso acceptable for the project in lieu of fiberglass faced polyiso? yes, as long as it performs the same.
7 Are you able to provide a sketch or drawing of the laydown area we will be able to use for the duration of our work? no sketch right now, the laydown area will be determined with discussions between COR and contractor. It will be close to the building.
The contract calls for EPDM.
Per our supplier, companies are moving to TPO or Flexian roofing vs EPDM rubber due to supply chain constraints from COVID and durability/costs.
This product carries a 25-year warranty vs 30-year in the contract. Is this an acceptable alternate?
No, we want 30-year warranty
