Compiled Questions and Answers Sunshades

1. Can you provide more detailed specifications on the biannual and annual inspection requirements, including any specific standards or guidelines we need to follow?

Answer: All the inspection requirements can be found in the PWS. Everything on the PWS comes from actual Air Force Instructions (AFIs). The previous inspector would rent a lift and use it to inspect the upper portions of the sunshades and walk the rest.

2. Could you provide more details on the format and content expected for the inspection and maintenance reports?

Answer: The format of the inspection content should include those items that need to be inspected and their condition according to the PWS. The format of the submittal can be discussed post-award between the COR and the Contractor.

3. What are the expected response times for emergency repairs, and how should they be documented?

Answer: If emergency repairs are to be done, then the response time should be as soon as possible baring schedule and financial limitations. For documentation, a letter stating what was done in a PDF, signed by the Contractor, and then signed by the COR or sunshade manager or alternate manager for validation would be sufficient.

4. Is there any historical data available on the sunshade maintenance, including past performance issues or common repair needs?

Answer: There is one bird net that came down due to a snowstorm that is removed. The overhead lamps through attrition are being replaced with LEDs as the old lamps are unobtainable. There are at least 3 nonoperational currently. Often, a red obstruction light will need to be replaced and will typically be swapped out when the roof is inspected. The down spouts are affected by wind and weather and often come loose at the straps. The structure and the roof are in good condition. Some of the bird netting has minor damage in places at the lamp ballast.

5. Will there be an opportunity for a site visit before the proposal submission deadline to better understand the site conditions and requirements?

Answer: No, a site visit will not be considered at this time.

6. What condition is the bird netting in? Per the PWS "If loose or damaged, tighten, repair, patch, or replace IAW manufacturer’s specifications" if the bird netting needed to be completely replaced that would be worth 3-4 times the cost of this inspection/maintenance contract. Can it be understood that the bird deterrents will be maintained and replaced but complete bird netting replacement is outside the scope of this contract?

Answer: Some of the bird netting has minor damage in places at the lamp ballast. Complete replacement would be outside of the scope of the contract.

7. Can you provide the contractor who currently tests the FCX power converter?
