About this file
This Performance Work Statement (PWS) outlines a Blanket Purchase Agreement (BPA) for comprehensive tailwheel flight training services issued by the 17th Special Operations Squadron (17SOS/492 SOW). The training program requires contractors to provide a minimum of 5 hours of ground instruction and 15 hours of hands-on flight instruction in tailwheel aircraft, with the goal of obtaining an FAA Tailwheel Endorsement for aircrew personnel. Key requirements include using aircraft with 2500-4000lb max gross weight, spring-steel strut landing gear, and employing flight instructors with minimum 1,000 hours tailwheel time and 500 hours dual instruction given.
The BPA will be active from the award date until December 31, 2028, with training services originating and concluding within a 500-mile radius of Will Rogers Air National Guard Base in Oklahoma City. Evaluation criteria for contractors include the ability to train at least two students concurrently, provide a comprehensive syllabus, include all training materials, offer year-round availability, and have prior experience training Special Operations Forces personnel. Contractors must maintain detailed student training records, provide performance writeups, and submit monthly invoices. The government will place individual calls against the BPA, with no single call exceeding the simplified acquisition threshold.

BLANKET PURCHASE AGREEMENT TAILWHEEL ENDORSEMENT - PERFORMANCE
WORK STATEMENT (PWS)
The 17SOS/492 SOW is prepared to award multiple Blanket Purchase Agreements (BPAs) to vendors for providing comprehensive tailwheel flight training services, leading to advanced proficiency in the training aircraft. A BPA is an agreement between your company and the 17SOS/492 SOW from the date of award until December 31, 2028.
DESCRIPTIONS AND SPECIFICATION
(1) BACKGROUND. In alignment with the units evolving mission requirements and the anticipated integration of tailwheel-configured aircraft into operational use, it is imperative that designated aircrew personnel receive a FAA Tailwheel Endorsement. Tailwheel aircraft demand a unique skill set distinct from tricycle-gear aircraft, requiring specialized training to ensure both safety and compliance with FAA regulatory standards.
(2) DESCRIPTION OF AGREEMENT This pre-priced Blanket Purchase Agreement (BPA) is for the contractor to provide all ground and flight instruction necessary to enable students to safely and proficiently operate tailwheel aircraft, culminating in the issuance of a logbook endorsement for tailwheel aircraft operation, or demonstrated proficiency to a specified standard. This includes, but is not limited to, providing appropriately certificated flight instructors, airworthy tailwheel aircraft per FAA regulations, and all associated training materials and facilities. Billing is subject to terms and conditions contained herein.
(3) PERFORMANCE REQUIREMENTS.
The Contractor shall perform the following tasks.
3.1 Ground Instruction. The contractor shall provide comprehensive ground instruction covering essential medium steel spring landing gear tailwheel concepts and techniques, operational procedures and safety. This ground instruction must be a minimum of five hours.
3.1.1 Ground Instruction Topics: Instruction shall include, but is not limited to:
Aerodynamics of high torque tailwheel aircraft, steel spring gear, low power-weight ratio tailwheel operations (e.g., P-factor, torque, spiraling slipstream eƯects on ground handling).
Advanced Ground handling techniques (e.g., taxiing/takeoƯ on a side slope), locking tailwheel considerations.
TakeoƯ techniques (e.g. maintaining directional control, three-point vs. wheel takeoƯs, short-field, soft-field).
Landing techniques (e.g., three-point landings, wheel landings, crosswind landings, short-field, soft-field).
Go-around procedures specific to high torque and heavy tailwheel aircraft Emergency procedures (e.g., ground loops, tailwheel lock failure).
Aircraft systems specific to tailwheel aircraft (e.g. Tailwheel Spring interconnects and locking mechanisms).
3.2 Flight Instruction Services: The Contractor shall provide hands-on flight instruction for a minimum of 15 hours in an airworthy tailwheel aircraft to develop and refine the students’ practical skills in tailwheel operations.
3.2.1 Flight instruction shall include, but is not limited to:
Pre-flight inspections and aircraft familiarization Engine start, taxiing, and shutdown procedures Normal and crosswind takeoƯs (three-point and wheel) Normal and crosswind landings (three-point and wheel) Soft-field, short-field, and oƯ-field takeoƯs and landings Go-arounds Wheel drag and surface assessment Flight rudder coordination exercises Emergency procedures (e.g. tail high/prop strike avoidance, ground loop recovery techniques, ground loop emergency stop)
3.3 Aircraft Provision: The contractor shall provide an airworthy and appropriately FAA certified tailwheel aircraft for all flight instruction
3.3.1 Aircraft Requirements: The aircraft shall:
Have 2500-4000lb max gross weight; with spring-steel strut main landing gear (e.g. C-180, C-185)
Be certified under 14 CFR 23 Airworthiness Standards Be maintained in accordance with FAA regulations (FAR 43 and 91) Have all required inspections and airworthiness directives complied with Be appropriately insured for flight training operations
3.3.2 Fuel and Maintenance: The Contractor shall be responsible for all fuel, oil and routine maintenance of the training aircraft.
3.4 Instructor Qualifications: The Contractor shall provide qualified and experienced flight instructors. All instructors must have minimum 1,000hrs tailwheel time and 500hrs dual instruction given in tailwheel, prefer 500hrs turbine tailwheel aircraft
3.5 Record Keeping: The Contractor shall maintain accurate and complete training records for each student.
3.5.1 Training Records: The Contractor shall maintain records of all ground flight instruction provided, including dates, duration, topics covered, and student performance.
These records shall be made available to the 17th Special Operations Squadron upon request.
4. DELIVERABLES
4.1 Training Completion Certificate: A certificate of completion for each student upon successful attainment of the tailwheel endorsement/proficiency.
5. EXTENT OF OBLIGATION: The government will be obligated under this Blanket Purchase Agreement only to the extent of such authorized calls placed during the contract period.
6. PLACE OF PERFORMANCE: All tailwheel training services provided under this BPA shall originate and conclude within a 500-mile radius of Will Rogers Air National Guard Base, 5201 Flightline Dr., Oklahoma City, OK 73179.
