Summary

This is a Justification and Approval for Other Than Full and Open Competition document for a federal contract acquisition. The 278th Cyber Operations Squadron (Ohio Air National Guard, Mansfield, OH) is procuring one Keysight PNA-X Pro Vector Network Analyzer (VNA) system with Model NA5202A and Option 489, including all associated software, calibration modules, power sensors, and cables. The estimated contract value is $700 thousand as a firm-fixed-price, brand-name procurement for a commercial product conducted by the 179th Cyberspace Wing (Mansfield, OH).

The justification establishes that sole-source procurement from Keysight is necessary under RFO FAR 12.102(e)(1) authority because the squadron has invested approximately $2 million and 2,000 man-hours developing proprietary software pipelines, automated test scripts, and custom firmware hooks built entirely around Keysight's API. Alternative hardware manufacturers cannot execute the 278th COS's specialized cyber-physical laboratory testing suites without translation layers, which would render the entire automated environment non-functional. Re-engineering and certifying new software for alternative hardware would require an estimated additional $2 million in redundant engineering labor and introduce a 12-18 month operational delay. To maximize competition at the reseller level, a Combined Synopsis/Solicitation will be posted to SAM.gov as an unrestricted, brand-name requirement allowing all authorized Keysight resellers to submit competitive quotations. Market research conducted between June 1 and August 3, 2026, confirmed no other manufacturer meets the government's minimum technical requirements for native Keysight API compatibility. Two interested sources expressed interest: Keysight Technologies, Inc. (OEM, CAGE 52708) and Technical Communities, Inc./TestMart (Authorized Reseller, CAGE 1RPN6).
