About this file
This file is a Questions and Answers (Q&A) document for a federal airfield pavement maintenance contract. The project involves crack sealing and surface treatment on an 88,000 square yard ramp area at an Air Force installation in Syracuse.
Key technical specifications include: crack sealing of 3,000 linear feet at a fixed quantity for bidding purposes (actual footage may vary); GSB-88 sealant or approved equivalent applied via spray at 0.10-0.15 gallons per square yard with 1:1 dilution rate and 0.20-0.50 lbs aggregate per square yard; mandatory crack routing for cracks exceeding ¼ inch width (widened by 0.125 inch); no pavement markings, barricades, cones, or friction testing required. Operational and logistical requirements include: access to entire ramp with base-provided escorts (contractor personnel cannot escort subcontractors); work schedule Monday-Friday 7:00 a.m. to 4:15 p.m.; 48-hour minimum notice required for scheduling changes; designated on-base storage area for materials and mobile office with water available; 183 calendar day period of performance with consideration for local weather conditions and asphalt plant closures. Contractor responsibilities include submitting product data sheets for equivalent sealants, preparing FOD (Foreign Object Debris) mitigation plans for routing debris, bearing all costs for independent third-party laboratory testing, and providing O&M manuals and warranties. Government will arrange base access badges and airfield briefings but will provide all escorts within the Air Operations Area.

Text version
1. Is there an application rate typically .08-.15 gallons per SY? Is there a spec for how much sand? .2 to .5 pounds per SY? Also I would need to know the dilution rate 1:1 or 2:1?
The application rate should be .010-0.15 gallons per square yard.
The amount of aggregate used should be .020-.050 lbs per square yard.
A dilution rate of 1:1 should be considered for bidding on this project.
2. Please verify that there is no pavement markings associated with this project.
The removal and application of airfield pavement markings is not to be considered for this project.
3. Are barricades and/or cones required?
There is no requirement for the use of barricades or cones
4. Will we be given access to the entire ramp? If not, what access will we have?
Access to the entire ramp will be required for this project with base escorts. However, work on the airfield will be separated into the upper and lower ramps to accommodate operational needs. Coordination through the contracting POC will be necessary.
5. Is badging required?
We can arrange to get badges for base access. Personnel will receive a short briefing from our airfield management team on airfield procedures but there will be no badges for ramp access. All contract personnel will need to be escorted while on the ramp.
6. Please provide whether the surface treatment can be applied via spray, or squeegee/broom.
Surface treatment will be spray-applied
7. Crack Sealing (P-605): The SOW mentions 3,000 LF of localized crack sealing. Is this a fixed quantity for bidding purposes, or will the contractor be paid based on actual field measurements?
3000LF is a fixed amount for bidding purposes. Actual number of LF may differ from this amount.
8. Routing Requirements: SOW Paragraph 4.2.2 discusses routing. Is routing mandatory for all cracks regardless of width, or only for those exceeding a specific threshold (e.g., 1/2 inch)?
For cracks greater than ¼ inch in width, widen the cracks by 0.125 inch to help eliminate the potential for raveling of the pavement along the edges of the crack and to provide a sealant reservoir with vertical faces.
9. Surface Treatment (GSB-88): Paragraph 4.4.1 specifies GSB-88 or an equivalent. If an "equivalent" is proposed, what specific technical data or previous airfield performance records must be submitted for Air Force Civil Engineer Center (AFCEC) approval?
If a different sealant is proposed please provide name with product data sheet.
10. Application Rates: What is the required application rate (gallons per square yard) for the surface treatment on the 88,000 SY area? Is a sand-blotting application required after the sealer is applied?
For use of GSB-88 use a 1:1 dilution rate with an application rate of 0.10-0.15 gal per square yard and aggregate in the amount of 0.20-0.50 lbs per square yard. If proposing a different sealant, material application rate may differ
11. Pavement Markings (P-620): * Does the government require Type I (Fast Drying) or Type III (Epoxy) paint?
Removal of pavement markings and restriping are not a part this project.
12. Airfield Access & Escorts: Will the government provide dedicated escorts for contractor personnel and vehicles within the Air Operations Area (AOA), or is the contractor required to provide "badged" personnel to escort their own subcontractors and deliveries?
Government personnel will provide all necessary escorts. Contractors are not authorized to escort anyone on base or on the airfield.
13. Work Hours & Phasing: * Are there restrictions on "Daylight Only" operations?
Given the mission requirements of the 174th Attack Wing, will night shifts or weekend work be mandatory to minimize impact on flight operations?
Work schedule is Monday through Friday 7:00 a.m. - 4:15 pm.
14. Staging & Storage: Is there a designated area on-base for the storage of bulk materials (sealer tanks), equipment, and a mobile office/container? Is power and water available at this site?
An area for storage of materials and mobile office as well as water can be made available.
15. Aircraft Movement: What is the minimum notice required (e.g., 72 hours) for the government to clear aircraft from specific sections of the Upper or Lower Ramps to allow for continuous work?
A schedule submittal should be sent in for approval prior to the start of any work to include dates for working specific areas of the airfield. For changes to that we would require as much notice as possible but a minimum of 48 hours notice.
16. Syracuse Weather Window: The Period of Performance is 183 calendar days. Given the Syracuse climate and the strict temperature/humidity requirements for GSB-88 application, how will the government handle delays if the 183-day window overlaps with the local asphalt plant closures or non-conducive weather?
Local weather conditions and plant closures will be considered by the contracting office concerning the 183 day period of performance.
17. Wash Water/Debris: Does the government require a specific containment plan for water used during power washing or for the debris generated during crack routing? Is on-site disposal permitted for non-hazardous asphalt debris?
A FOD mitigation plan is required for debris generated during routing. All non-hazardous waste must be disposed of offsite.
18. Quality Control Testing: Who is responsible for the costs associated with independent third-party laboratory testing for material compliance?
Contractor is responsible for any cost associated with independent third-party laboratory testing.
19. Friction Testing: Is post-application friction testing required for the 88,000 SY surface treatment area to ensure compliance with FAA/DoD safety standards?
Friction testing is not required for this project as there will be no application to the runway or highspeed taxiways.
20. As-Built Requirements: Does the government require red-lined printed drawings or a full CAD-based digital submittal for the final as-built drawings of the repaired areas and markings?
There are no markings for this project and will not require CAD drawings for the repaired areas. O&M manuals and warranties are required.
