About this file

This document is a Questions and Answers file for a Restoration Advisory Board Environmental Consulting Services solicitation. The U.S. Air Force's 105th Airlift Wing is seeking an independent Perfluoroalkyl and Polyfluoroalkyl Substances (PFAS) expert to conduct an independent review of completed environmental reports, with a Master's degree or higher and remediation experience preferred. The solicitation is a total small business set-aside with NAICS code 541620 and a $19 million size standard, with only one award to be made.

Key requirements include conducting an independent review of PFAS-related documents, providing progress reports at quarterly Restoration Advisory Board (RAB) meetings, delivering a public presentation summarizing report findings, and submitting a summary report analyzing PFAS plume characteristics. The solicitation is a re-advertisement with modifications to the Performance Work Statement, and interested vendors must submit quotes by 10:00 AM EST on 24 July 2025. Evaluation will focus on price and technical capability, with award going to the lowest-priced quote that demonstrates ability to meet the PWS requirements. All documents and meetings can be handled electronically, with no travel requirements, and two RAB meetings are anticipated during the contract period.
