About this file

This document is a Questions and Answers file for a Restoration Advisory Board (RAB) Environmental Consulting Services solicitation. The solicitation is a total small business set-aside for an independent PFAS expert to conduct a comprehensive review of technical documents related to environmental remediation. Key requirements include performing an independent review of completed reports, providing progress reports at RAB meetings, and delivering a public presentation summarizing findings about PFAS plume characteristics and implications for municipal and private drinking water.

The contract is a Fixed-Price (FFP) procurement with a six-month period of performance. Technical proposal requirements include resumes, qualifications, past experience, and a technical approach demonstrating the contractor's ability to support third-party document review. The solicitation requires a contractor with at least ten years of remediation experience and a Master's degree, with preference for knowledge of New York State environmental regulations. Quotes are due by 10:00 AM EST on May 20, 2025, and the government will award to the lowest-priced quote that demonstrates capability to meet the Performance Work Statement requirements.
