The purpose of this project is to complete "BLDG 9 – LED SIGN REPLACEMENT" in accordance with the Statement of Work dated 16 July 2023.

This requirement is 100% set aside for small business. The North American Industry Classification System (NAICS) code is 236220 and the small business size standard is $45M.

In accordance with FAR 36.204(a) Magnitude of Construction Projects, the price range of this project is less than $25,000.

Section 00100 - Bidding Schedule/Instructions to Bidders

INSTRUCTIONS TO OFFERORS

INSTRUCTIONS

1. DESCRIPTION OF THE PROJECT: The Nevada Air National Guard (CA ANG) intends to issue a Request for Quote (RFQ) to award a single firm fixed price (FFP) contract for construction to replace the BLDG 9 LED Sign located at the 152nd Airlift Wing. The real property ‘NEVADA AIR NATIONAL GUARD’ sign on the east side of building 9 requires replacement to ensure the safety and functionality of the sign, which has become weathered after roughly 10 years of direct exposure to the elements. Addition of LED lighting will institute a positive image that will serve as a recruitment tool. Additional details are included in the provided Statement of Work. The contractor is responsible for providing all plant, labor, transportation, materials, tools, equipment, appliances, and supervision necessary.

2. INSTRUCTION TO OFFERORS:

2.1. You are invited to submit a quote in response to our Request for Quotes (RFQ) W50S6T-21 Q-0011, entitled BUILDING 9 – REPLACE LED SIGN.

2.2. As a result of this solicitation, the Government intends to award a Firm Fixed Price (FFP) contract resulting from this solicitation to the responsible offeror whose quotation, conforming to the request for quotes, will be most advantageous to the Government, considering only price.

2.3. This solicitation is set-aside for a Total Small Business under North American Industry Classification

System (NAICS) code 236220 with a size standard of $45M.

3. EVALUTION FOR AWARD: The successful offeror will be determined in accordance with Federal Acquisition

Regulation (FAR) 13.106-2, “Evaluations of Quotations or Offers”. Offers will be evaluated on a “price-only” basis with conforming technical approach: meaning that the government will have reasonable assurance that the proposed contractor is fully capable of meeting the requirement of the statement of work, delivery terms are minimum, and product meets all required characteristics.

5. FORMAL COMMUNICATION, OFFEROR EXPLANATIONS:

5.1. Submit all questions to the Contracting Office via email at the addresses shown below. Do NOT contact the

Architect-Engineer (A-E) or Civil Engineering personnel directly. Doing so will only delay the response to your question. All questions shall be submitted via email and include the following information:

5.2. Any explanation desired by an offeror regarding the meaning or interpretation of the solicitation, or proposals, drawings, specifications, etc. must be requested in writing and with sufficient time allowed for a reply to reach offerors before the submission of their quote.

5.3. All questions and Requests For Information (RFI) must be received NOT LATER THAN two (2) working days prior to the closing date. OFFERORS ARE STRONGLY ENCOURAGED TO SUBMIT QUESTIONS EARLY IN

THIS PROCESS.

5.4. Any changes to the drawings, specifications, etc., will be issued in the form of an amendment. However, any answers that clarify or provide an interpretation to the drawings, specifications, etc., will NOT be posted via amendment but rather as a response to the RFI on Contract Opportunities at https://www.sam.gov.

5.5. Receipt by the offeror must be acknowledged in the space provided on the SF 1442 or by returning a signed copy of the amendment by the time set for receipt of quotes.

5.6. For security reasons, all technical and engineering data related to this solicitation will be distributed using the

Contract Opportunities module of https://www.sam.gov. SAM is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested offerors should register with SAM before accessing the system.

5.6.1. Amendments, if/when issued will be posted to https://www.sam.gov for electronic downloading. This will normally be the only method of distributing amendments prior to closing; therefore, it is the offeror’s responsibility to check the website periodically for any amendments to the solicitation. Websites are occasionally inaccessible due to various reasons.

7. WAGE DETERMINATION: Construction Wage Rates are applicable to this project are NV20230040 dated 13

July 2023 for Washoe County, Nevada. In the event the current prevailing Wage Determination is changed by the

Department of Labor prior to the closing date of this solicitation, it is the offeror’s responsibility to ensure the most recent determination is used in preparing the quote. An Amendment will not be issued prior to closing to change

Wage Determination dates and/or numbers. Should the wage rate change after closing, but prior to award, the updated Wage Determination will be incorporated by amendment and issued to all offeror’s that have not been eliminated from the competition. If applicable, these offerors/contractors will be given a reasonable opportunity to provide revised quotes solely to amend quotes due to Wage Determination changes. If the wage determination modification does not change any affected wage rates, then the provisions of FAR 22.404-5(c) (4) will apply.

8. QUOTE PREPARATION EXPENSES AND PRE-CONTRACT COSTS: This RFQ does not commit the

Government to pay costs incurred in preparation and submission of quotes or for other costs incurred prior to award of a formal contract.

9. REMOVAL OF SECTIONS AT TIME OF AWARD: Sections 00100 and 00600 will be physically removed as a result of an award but will be deemed to be incorporated by reference in that award.

10. DISPOSITION OF UNSUCCESSFUL QUOTES: In compliance with FAR Subpart 4.8, the Government will retain one copy of all unsuccessful quotes including the bid bond.

11. INFORMATION REGARDING AVAILABILITY OF UTILITY SERVICES: Reference information found at Section 00700 and the FAR Clause at 52.236-14, Availability and Use of Utility Services, and take consideration when computing a quote.

12. BID BONDS: NOTE: Class Deviation 2020-O0016, issued Apr 2020, allows for submission of electronic and photocopied signatures in lieu of original signatures for bonds. This template will be updated when and if this deviation is made permanent. An Original Bid bond is required with submission of the quote. (a) The offeror's attention is called to the Equal Opportunity clause and the Affirmative Action Compliance

52.211-10 COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK (APR 1984)

The Contractor shall be required to (a) commence work under this contract within 10 calendar days after the date the

Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 21 calendar days after the date the Contractor receives the notice to proceed. The time stated for completion shall include final cleanup of the premises.

52.228-13 ALTERNATIVE PAYMENT PROTECTIONS (JULY 2000)

(a) The Contractor shall submit one of the following payment protections:

(i) A payment bond

(ii) An irrevocable letter of credit (ILC)

(b) The amount of the payment protection shall be 100 percent of the contract price.

(c) The submission of the payment protection is required within 10 days of contract award.

(d) The payment protection shall provide protection for the full contract performance period plus a one-year period.

(e) Except for escrow agreements and payment bonds, which provide their own protection procedures, the

Contracting Officer is authorized to access funds under the payment protection when it has been alleged in writing by a supplier of labor or material that a nonpayment has occurred, and to withhold such funds pending resolution by administrative or judicial proceedings or mutual agreement of the parties.

(f) When a tripartite escrow agreement is used, the Contractor shall utilize only suppliers of labor and material that signed the escrow agreement.

(a) Definitions. As used in this clause—

“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.

“Document type” means the type of payment request or receiving report available for creation in Wide Area

WorkFlow (WAWF).

“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.

“Payment request” and “receiving report” are defined in the clause at 252.232-7003, Electronic Submission of

(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232-

(c) WAWF access. To access WAWF, the Contractor shall—

Contract Requirements

STATEMENT OF WORK

Statement of Work

1 General.

1.1 Scope of Work. This Statement of Work describes contractor requirements for the project titled “LED Sign – Building 9”. All work will occur at the Reno Air National Guard Base, Reno, Nevada. The contractor is responsible to manufacture, install, and provide all labor and materials to complete the items listed in this Statement of Work. The contractor shall provide the government a complete and functional product that will be inspected/accepted by the government at the completion of the project. All information included in this document, along with the instructions and standards referenced in the document, should be considered as part of the Statement of Work

(SOW).

1.2 Background. The real property ‘NEVADA AIR NATIONAL GUARD’ sign on the east side of building 9 requires replacement to ensure the safety and functionality of the sign, which has become weathered after roughly 10 years of direct exposure to the elements. Addition of LED lighting will institute a positive image that will serve as a recruitment tool.

1.3 Period of Performance. The project will be completed no later than 30 calendar days after date of Notice to Proceed (NTP).

1.4 General Information.

1.4.1 Site of Work. All work will occur at the Reno Air National Guard Base, 1776 National Guard Way, Reno, NV 89502.

1.4.1.1 Hours of Operation. The hours of work shall be between 0700 to 1630 Monday through Friday, to exclude recognized US holidays or when the Government facility/installation is closed due to local or national emergencies, administrative closings, or similar Government-directed facility/installation closings.
