Questions and Answers

Questions were due no later than 4:00 P.M. CST / Monday, May 13th, 2024

Question #1: The base year period of performance is listed as June 1, 2024 – May 31, 2025. Conversion and implementation efforts will exceed two weeks (time between RFQ due date and base year start date). Is the start date for the base year period of performance flexible, or is June 1, 2024 a required deadline?

Answer: The start date for the base year period of performance is flexible. A period of performance that is agreeable to both parties (government and contractor) will be determined after the solicitation closing date.

Question #2: How many SIP sessions are required as part of the requested service?

Answer: There are currently two (2) T-1’s feeding our PBX. The government requires a solution that provides no less than the equivalent to this in SIP sessions.

Question #3: The diagrams included in the RFQ documents do not include a SIP PBX. Is the NDANG aware this will be required?

Answer: The contractor is required to provide equipment to convert from the SIP trunk to the TDM PBX.

Question #4: Based on the current circuit setup, it appears that 23 channels are needed for the SIP trunk. Can you confirm if this is correct?

Answer: Currently, the Government utilizes two (2) T-1 circuits, with each T-1 circuit providing 23 channels. One T-1 circuit is utilized for local service, the other T-1 circuit is utilized for long distance service. For those reasons, two (2) T-1 circuits are required.

Question #5: What are the average monthly usage minutes for both local and long-distance calls?

Answer: Based on the current billing practices by the current provider, a breakdown of average monthly usage is not provided. This is based on flat-rate charges that are currently paid for unlimited usage under each of the existing T-1 circuits.

Question #6: Is an international dialing circuit required for this solicitation?

Answer: Yes, an international dialing circuit is required for this solicitation. Currently, international calls are provided for under the second T-1 circuit that allows for long-distance calling.

(See Next Page)

Question #7: Is the contractor required to remove any legacy equipment after the cutover?

Answer: See paragraph 5.5.3 on page 16 of the PWS: “The contractor shall ensure that all circuits, equipment, and service provided by the incumbent, under the prior contract, are disconnected/discontinued upon successful cutover. At this point, the contractor shall inform the

Government POC that the previous provider’s equipment is no longer needed and may be removed by the previous provider.” The Government POC will contact the previous provider to determine what legacy equipment, if any, is required to be returned. The Government will return any required equipment to the previous provider. Any equipment not required to be returned to the previous provider will be retained by the Government.
