Submitted Question and Answers for RFQ Notice ID W50S88-21-R-0117

1. With regard to the AFFF and HEX systems, will a full system operational flow of foam/water be required to determine system foam generators operation, proportioners, and foam effectiveness with concentration measurement the first year?

a. Or will foam samples submitted for testing, fire pump testing, verification of proportioning valve operation, releasing valve operation etc., be sufficient?

i. There is not a 5 year test for HEX that we can follow within UFC-3-601-02 that we could conduct the first year as part of the solicitation and the 2 year task is a full flow discharge test.

ii. The caustic nature of the foams is the only reason I ask and want to make sure we understand the scope and expectation.

No we do not need to do a full system operational flow of foam/water just a foam sample, fire pump test, etc. will be sufficient.

2. Verification Simplex fire alarm is normally pretty painless, and replacement of same for same parts of Simplex parts is also painless and we can usually turn stuff around in 24 hours, Monaco is a little different and want to know if NDANG has someone on site that has just a little bit of knowledge to make it sing, and we can do the rest. We have encountered a fine gent at ND GFAFB that is very knowledgeable in these types of things and wonder if he travels between the two locations. It would not be a deal breaker for us, but it sure does help since Monaco is pretty tight with their distributorships, we have sure tried to get one.

Our base electricians can help assist with the Monaco systems.

3. Are any of the extinguishers that are in need of service (either recharge or hydro) a K Class (Purple K) Wheeled Unit Extinguisher?

You will not need to deal with any purple K wheeled/flight line extinguishers.

4. Of the 10 Buildings that have Wet Pipe Fire Sprinkler Systems in them;

a. Do any have anti-freeze systems as a sub system?

No, we do not have any anti-freeze systems.

b. Any pre-action systems on them for a computer room and document storage?

No pre-action systems.

c. Any other sub-systems like a dry system or other for an overhang or cold storage?

We have one dry system for cold storage.

d. Do any of these systems have Backflow prevention devices?

Yes there is backflow devices on all but one sprinkler system.

e. Do they need to be tested also? They should be tested annually.

We would like them tested annually.

5. Do you have any past inspection reports that show the device counts for the fire alarm systems, quantities of sprinkler risers for the 5 year inspections and any other device quantities that will help put an accurate proposal together?

Due to an unfortunate transformation period we have misplaced or destroyed paperwork by accident that we had records of. So unfortunately we do not have any reports for the fire alarm systems to pass along. We do not have a total count of how many sprinkler heads for each building either. Each building has a very small amount of sprinkler heads which (for a 5 yr. inspection) would only require 4 to 5 sprinkler heads at most to be tested.

Hopefully that helps give you an idea of the scope of work. 9 buildings have just a basic wet system, 1 building has a wet system, along with a dry system for cold storage and a High Expansion Foam system in it and 1 building has AFFF system in it.

6. Which buildings the foam systems are in and how many and size of tanks, etc..

Buildings 217 has AFFF, and bldg. (210 has high expansion foam a wet sprinkler system and a dry system for cold storage).

7. Clean agent systems - what buildings how many tanks, how big?

Base generator has a CO2 system, and building 208 has a NOVEC clean agent system.

8. Kitchen hood system - what buildings how many tanks for each system?

Building 400 has a one hood system in the kitchen

9. Name and address of each building.

Due to security reasons we will not be sending name and addresses of each building. Base address is 1400 32nd Ave north Fargo ND

10. What panel make and model and how many of each type of device, smoke detectors, heat detectors, pull stations, duct detectors, etc.

There is not a complete list readily available at this time.

11. How many extinguishers in each building?

Please Refer to PWS, Paragraph 5.1, with the total amount of extinguishers.

12. What sprinkler systems and how many are in each building example 2 wet, 1 dry?

10 wet systems and one dry system (in the building listed above).
