I. BACKGROUND

1. The contractor shall, (except as specified in this Statement of Work (SOW) as government furnished property or services) provide all personnel, supervision, and any items and services necessary to provide commercial lodging for authorized 119 WG (Wing) North Dakota Air National Guard (NDANG) unit personnel on UTA training status only as defined in this SOW. Lodging is required to be provided to 119th WG members on Unit Training Assembly

(UTA) Status in the Fargo, ND in support of monthly UTA training requirements. The Base Contracting Officer is the final authority for all matters pertaining to this agreement. The Government (119th WG) intends to enter into a

Firm Fixed Price Blanket Purchase Agreement (BPA) that will consist of a two (2) year, period of performance

(POP) of February 1, 2021 to January 31, 2023.

II. SCOPE OF WORK

1. Hotel/Motel Room Use Description: The NDANG has a primary requirement for commercial lodging and associated support services to house NDANG personnel on UTA status. UTA status may fall on any day of the month for select individuals, but generally the requirement for lodging exists over the course of one (1) weekend per month. Over these “UTA weekends”, 110 to 140 nights of lodging are typically required in the Fargo, ND area for

55 to 70 personnel. Required nights of lodging for eligible personnel may occasionally increase or decrease significantly, depending on mission requirements. As previously identified, requirements may exist for lodging military members on UTA status outside of the primary UTA weekends throughout the course of any given month.

The contractor shall provide lodging upon request by the Government. The objective of this agreement is to provide hotel/motel rooms and associated (authorized) services for the NDANG in the local Fargo, ND area while achieving the best terms, conditions and pricing. The physical address of any property for any requirement for lodging in

Fargo, ND must be within 10 driving miles of 1400 32nd Ave. North, Fargo, ND 58102. Due to AT/OPSEC requirements, only limited dates for known required lodging will be provided in this Statement of Work for predetermined UTA training periods; additional dates shall be provided at the time of any resultant award to an interested party who provides a successful offer. Initial dates required for lodging: Friday, February 5th, 2021 and Saturday, February 6th, 2021. Specific dates for future requirements shall be provided in any resultant award.

CONTRACTOR FURNISHED ITEMS

The appropriate selection of off base lodging facilities greatly reduces personnel threat exposure while enhancing force protection considerations. It is paramount that an assessment of potential lodging areas be conducted prior to establishing an award or contract.

This may be conducted in conjunction with assessments from additional agencies to include, but not limited to the 119th WG Services Squadron, Public Health Office, Safety Office, and the local Anti-Terrorism Office. 3. The invoice number and explanation for the reject request must be in the body of the email.

4. Double check all info against the actual WAWF submission before sending your request. It must match exactly or DFAS cannot retrieve the record.

5. The WAWF status of the invoice must show ' PROCESSED'.

6. Allow 1-2 working days after submitting the invoice in WAWF before requesting the rejection. DFAS does not have visibility of the info until after this time.

7. If the invoice was submitted with any type of incorrect info, this is how you must let us know which record you are referring to. Otherwise, we will not be able to retrieve the record.

8. Each call must be submitted on a separate request. You cannot 'double-up' on the reject request.

BLANKET PURCHASE AGREEMENT (BPA)

North Dakota Air National Guard (NDANG)

1400 32nd Ave. North, Fargo, ND

58102-1051

1.0 GENERAL.

1.1 Background. This BPA was established to support the NDANG Unit Training Assembly (UTA)

Troop Housing Program that is currently being operated and managed by the NDANG Services Flight.

The program primarily exists for unit members who are located outside of the local commuting distance in the Fargo, ND area who require lodging to attend UTAs. This BPA serves as the

NDANG’s formal agreement for commercial lodging (“troop housing” or “billeting”) over UTA periods, also known as “Guard Drill” or “Weekend Training” (hereafter UTA). It is the intention of the NDANG to continue utilizing BPAs as the primary contracting tool for the required housing services to maintain continuity, auditable material control, and streamlined billing procedures for the contractor. The terms and conditions are set forth herein. Please note that the Federal Acquisition

Regulation (FAR) and Defense Federal Acquisition Regulation System (DFARS) apply to this BPA, predominantly FAR Part 12, FAR 13.303, and DFARS 213.303.

1.2 Description of Agreement. The NDANG has a primary requirement for commercial lodging and associated support services to house NDANG members on UTA status. UTA status may fall on any day of the month for select individuals, but generally the requirement for lodging exists over the course of one (1) weekend per month. Over these “UTA weekends” and throughout any given month, 110 to

140 nights of lodging are typically required in the Fargo, ND area. Required nights of lodging for eligible personnel may occasionally…
