About this file
This is a Questions and Answers document for RFQ W50S8626QA016 for the procurement of a Utility Vehicle (UTV) with a 66-inch Snowblower Attachment, current as of 9 September 2026. The document addresses 15 vendor inquiries regarding various aspects of the solicitation and provides official clarifications from the Contracting Officer.
Key clarifications include: the corrected quote due date of 18 September 2026 (extended from the initially conflicting dates of 4 September and 17 September); confirmation that this is not a brand name restriction, allowing vendors to propose alternatives; confirmation that the UTV/snowblower scope is the correct requirement (not an "Ordnance Deformer" as erroneously stated in the synopsis); and clarification that no site visit is required. The delivered equipment must arrive fully functional and assembled with no on-site installation work required at Alpena CRTC. The nonmanufacturer rule does not apply to this acquisition. Acceptable alternatives include spray-in bedliners instead of plastic bedliners, and self-powered commercial snowblowers instead of PTO-driven models if vendors demonstrate compliance with requirements. Vendors may submit multiple equipment configurations, but only as separate quotes. Technical data submission format is not prescribed; vendors must provide sufficient descriptive data for evaluation. The requested delivery date is 30 November 2026 to DoDAAC F6A3LG, with delivery coordination instructions to be provided at award. Quotes must be submitted via direct email to the contracting officer, not through the PIEE/SAM.gov portal. The questions and answers period has closed.

QUESTIONS AND ANSWER
W50S8626QA016 – UTV with Snowblower A achment
Current as of 9 September 2026
Q1. Response due date conflict: SF 1449 Block 8 lists the offer due date as "04 SEP 2026, 01:00 PM Local
Time," which is five days before the solicitaƟon's own September 9, 2026 issue date and therefore cannot be correct. The synopsis text separately provided to us states quotes are due September 17, 2026, at 11:00 AM Local
Time. Please confirm, in wriƟng, the single correct and controlling date and Ɵme for receipt of quotes.
Response 1. Please see solicitaƟon amendment. This has been corrected.
Q2. Brand name requirement — specific make/model: The solicitaƟon (SecƟon L) states this is a brand name requirement, but neither the SF 1449 nor the aƩached DescripƟon of Requirement names a specific brand or model of UTV or snowblower aƩachment. Could the Government idenƟfy the specific brand name(s)/model(s) being referenced? AddiƟonally, is an "or equal" product permiƩed under FAR 52.211/52.212-1, or is this effecƟvely restricted to one specific make and model?
Response 2. The synopsis language has been updated. This is not a brand name requirement.
Q3. The publicly posted synopsis text describes this requirement as "the purchase and installaƟon of an
Ordnance Deformer," which does not match the UƟlity Vehicle with 66-inch Snowblower AƩachment described consistently in the SF 1449, CLIN 0001, and the aƩached DescripƟon of Requirement. Please confirm that the
UTV/snowblower scope in the aƩached documents is the correct and complete requirement, and that the
"Ordnance Deformer" language was a synopsis draŌing error.
Response 3. This has been corrected in synopsis language.
Q4. Site visit: Please confirm whether a site visit is offered or required for this acquisiƟon, and if so, provide the date, Ɵme, and RSVP instrucƟons.
Response 4. This is an acquisiƟon for a commodity. A site visit will not be offered or required for this requirement.
Q5. The DescripƟon of Requirement states the snowblower aƩachment must be "installed" at the quick-hitch and fully operaƟonal on delivery, with "no addiƟonal add ons required to be purchased." Please confirm this means the vehicle must arrive from the contractor already fully assembled and ready to operate, with no on-site assembly, installaƟon, or PTO hookup work required of the contractor at Alpena CRTC aŌer delivery.
Response 5. Correct. The item must arrive fully funcƟonal with no assembly or contractor work at the Alpena CRTC.
Q6. Is a class waiver of the Nonmanufacturer Rule available for NAICS 336999 for this acquisiƟon, or must a nonmanufacturer/reseller quoter supply the product of a small business manufacturer specifically?
Response 6. The nonmanufacturer rule does not apply to this acquisiƟon.
Q7. Given that quesƟons are due September 14, 2026, and quotes (per the synopsis text) are due just three days later on September 17, 2026, can the Government confirm whether responses to vendor quesƟons will be issued in Ɵme for offerors to incorporate them into pricing before the response date, and whether an extension is possible if the response date is later confirmed as September 17 rather than September 4?
Response 7. The solicitaƟon has been extended to 18 September 2026. If a quesƟon arises that changes the requirement or cannot be answered, the ContracƟng Officer may choose to extend the solicitaƟon closing date. If the ContracƟng Officer extends the solicitaƟon close, it will be via an amendment to the solicitaƟon, posted to the
GPE.
Q8. Would a permanently applied spray-in bedliner be acceptable in place of the specified plasƟc bedliner?
Response 8. Yes.
Q9. Would a 66-inch quick-aƩach/quick-hitch commercial snowblower powered by its own gasoline engine be acceptable in place of a PTO-driven snowblower, provided the snowblower is delivered fully installed, assembled, and operaƟonal with the UTV?
Response 9. The government would evaluate this as an alternaƟve, provided the vendor shows how it would sƟll meet the government’s requirement.
Q10. Could the Government please confirm if signed copies of the SF 30 (Amendment 0001) must be uploaded as a standalone file, or should they be bundled directly behind our completed SF 1449 form as part of a single PDF submission?
Response 10. See secƟon 11 of the SF30 Amendment Document for acknowledgment methods.
Q11. In accordance with SecƟon L (Addendum to 52.212-1), offerors must submit descripƟve data to validate salient characterisƟcs. Is there a preference for embedded technical datasheets within our technical compliance matrix, or should independent manufacturer brochures be aƩached as a separate appendix?
Response 11. The government is not dictaƟng what type of technical data is to be submiƩed. The vendor is responsible for providing sufficient descripƟve data for evaluaƟon.
Q12. Does the Government require or prefer a specific minimum duraƟon for the standard commercial warranty on the gasoline vehicle chassis and the PTO snowblower aƩachment, or is the manufacturer's standard commercial warranty sufficient?
Response 12. The vendor should include whatever warranty terms, they feel best fits their quote, to be evaluated.
Q13. The requirement establishes a firm delivery date of 30 November 2026 to DoDAAC F6A3LG. To ensure a seamless, turnkey drop-off with the transport carrier, will the Government provide a specific point of contact (POC) for receiving hours at Alpena CRTC upon contract award, or should logisƟcs be coordinated directly through the logisƟcs readiness squadron?
Response 13. 30 November 2026 is the requested delivery date. InstrucƟons for delivery coordinaƟon and points of contact will be included with the award document.
Q14. Do you permit the inclusion of two disƟnct equipment configuraƟons within a single proposal envelope, provided that both opƟons are offered at the exact same final contract price? Specifically, we intend to submit a single, unified pricing schedule alongside two separate Technical Compliance Matrices. This would allow the
Government to independently evaluate and select its preferred brand infrastructure with no addiƟonal cost variaƟon.
Response 14. If a vendor intends to provide mulƟple quotes in response to the RFQ, they should be separate quotes enƟrely.
Q15. The combined synopsis states that quotaƟons are being requested under standard RFQ procedures. Please confirm if proposal packages must be submiƩed electronically through the PIEE/SAM.gov portal or if direct email delivery to your office is preferred.
Response 15. Please see amendment 2 which incorporates updates to the instrucƟons to offerors secƟon.
PIEE/SAM.gov portal is not being used for this requirement. Quotes should be directly emailed to the contracƟng officer.
