About this file
This is a Questions & Answers document for solicitation W50S8625QA001 regarding a 10 Gbps Commercial Internet Subscription (WiFi) at Alpena Combat Readiness Training Center (CRTC) in Michigan, dated November 25, 2024.
The Q&A provides key technical details about the installation requirements, including: existing conduit runs from the main gate to Building 490; demarcation points in either Building 100 (for Spectrum Network) or Building 490 (for Frontier Network); current service providers including Spectrum and Frontier/AT&T infrastructure; peak usage hours between 7:00 AM - 4:30 PM in fall/winter and extending to 10:00 PM in spring/summer; no redundancy requirements; contractor responsibility for maintenance up to the DEMARC point; and availability of base storage facilities upon request. The service must support 200-1000 concurrent users and maintain 10 Gbps speeds 24/7, with security measures managed by the base after the DEMARC point. Any changes to requirements beyond the current scope will require additional solicitation of quotes.

QUESTIONS & ANSWERS
W50S8625QA001 - 10 Gbps Commercial Internet Subscription (WiFi), Alpena CRTC, MI
CURRENT AS OF 25 NOVEMBER 2024
Question (Q) 1. Is there an existing conduit near the Security Gate on the Alpena County Airport / Alpena CRTC property that can be used as a reference for the demarcation point?
Answer (A) 1. See Description of Requirement (DOR) Paragraph 5.1. There is conduit from just inside the fence by main gate all the way to Bldg. 490
Q2. Can you confirm or provide further guidance on the exact location of the demarcation point?
A2. It depends on the ISP. If services are run over the Spectrum Network, the DEMARC point is in Bldg. 100, and extended via router to Bldg. 490. If the services are provided over the Frontier Network, the DEMARC point is the communications room in Bldg. 490.
Q3. Is the demarcation point is serviced by AT&T?
A3. The current service was provided and tested over the Spectrum network. There are AT&T Circuits locally that are tagged and tested, but they are owned by Frontier and are contracted by AT&T.
Q4. What specific fiber optic infrastructure is currently in place at the base, and what will be required to connect the Demarcation Point (DEMARC) to the internet service?
A4. There are Frontier Fiber and Spectrum Fiber that enter the base and terminate at Bldg. 490, the DEMARC is in the Communications room in Bldg. 490.
Q5. Are there existing conduits or pathways that can be used for the fiber installation, or will new pathways need to be created?
A5. See DOR Paragraph 5.1. There is conduit from just inside the fence by main gate all the way to Bldg. 490.
Q6. What are the power and environmental requirements for installing and maintaining the fiber optic infrastructure?
A6. See DOR paragraph 5.1.2. for maintenance requirements. Any power/environmental/maintenance requirements are the responsibility of the contractor up to the DEMARC point.
Q7. What are the peak usage hours?
A7. Services are required to be operational at the required speed 24/7. Peak usage occurs between 7:00 AM and 4:30 PM during fall and winter. Peak usage extends to 10:00 PM during spring and summer.
Q8. Are there any limitations or restrictions regarding work hours, base access, or specific geographic areas where installation can take place?
A8. See DOR Paragraph 2.4.2.2.
Q9. Does the base require redundancy solutions, such as backup fiber connections, to ensure uninterrupted service?
A9. No. See DOR.
Q10. Are there any specific cybersecurity standards (e.g., NIST, CMMC) that the internet service must comply with?
A10. Security measures are managed by the base after the DEMARC point.
Q11. Are there detailed testing and acceptance procedures outlined for validating the installed network?
A11. The contractor is responsible for ensuring service delivery and any testing or other procedures necessary to facilitate such delivery.
Q12. Will the base provide storage facilities for materials and equipment during the installation process?
A12. Storage facilities can be provided, upon request, as necessary to facilitate installation.
Q13. Are there specific security clearance requirements for personnel working on-site?
A13. See DOR Section 2.4 for security and access procedures.
Q14. Does the base anticipate future expansion, such as additional users or bandwidth needs, that the infrastructure should be designed to accommodate?
A14. The government is requesting only the level of service identified in the DOR. Changes in the requirement deemed outside the scope of any contract awarded under this requirement will require additional solicitation of quotes.
Q15. Is there an established emergency response time requirement for service disruptions, particularly during mission-critical operations?
A15. See DOR paragraph 5.1.3.
