Question Number Reference (CLIN, SOW, P-Spec, etc.) Question / Comment Answer

001 beta.sam.gov and Combined Synopsis/Solicitation Notice 52.212-2 Evaluation- Commercial Items

This is a RFQ. However, 52.212-2 (a)(ii) Technical Acceptability states that "Offerors shall provide a narrative approach for accomplishing work requirements identified in the PWS…include a project schedule…capture all PWS requirements and execution timelines."

What documentation are you expecting bidders to provide with their submission?

The CRTC expects offerors to respond using the FBO uploaded DaCAS Synopsis_Solicitation W50S8620R0003 document. Place pricing in CLIN table and fill-in all applicable provision/clauses. Submit techinical information per 52.212-2 as detailed to your best ability.

002 Price/RFQ Response IAW FAR 52.212-1 and FAR 52.212-2, will pricing be accepted if submitted on a Standard Form 1449?

Negative. The CLIN table in the DaCAS Synopsis_Solicitation W50S8620R0003 document must be used to submit pricing.

003 Combined/Synopsis Solicitation 52.212-2(a)(iii)

Past Performance will be evaluated according to this section.

However, the UNFUNDED DISCLOSURE notice on the first page says this request is for pricing only. What are you expecting to receive?

Please provide all information required as stated in the DaCAS Synopsis_Solicitation W50S8620R0003 document to include information at 52.212-2 to be concidered a responsible offeror.

004 PWS 1.4.1 and Technical Exhibit

Are we to submit a Quality Control Plan with the RFQ along with a technical proposal?

A QCP is not mandatory. If one is submitted it will not effect the overall rating of your proposal.

005 PWS Exhibit 3 How many events are run per year? How many MTT's per event are expected (or how many supporting units per event)? Does event execution overlap with event prep for the next event? Basically, timelines and event flow throughout the year.

There are 2 events per year, a winter and a summer event. The focus will be on the summer event due to it being much larger in size. The summer event will be the only event where we would want the lead ASOS and lead fighter squadron supported with 1x MTT to each. Event execution does not overlap with event prep events and these will be clearly defined on the Joint Exercise Life Cycle (JELC).

006 PWS 5.4, 5.4.1 How many OC/T's (i.e. DACAS lanes) are running at a time that require contractor support? The PWS indicates that each OC/T needs immediate access and support from a DACAS SME.

The number of OC/Ts varies per event based on volunteers from the JTAC community. At any given time during execution of the event there are at a minimum of 3 lanes being run per day each will have 1 to 2 OC/Ts. OC/Ts act as the primary safety for each lane so if a JTAC is using DACAS to control aircraft he will need to be able to verify information being passed to the aircraft.

007 Combined/Synopsis Solicitation

CLIN 0002, 0007, 0012

The supported units indicated at least one (1) fighter squadron and one (1) Air Support Operations Squadron per event which would equal 2 Mobile Training Teams for each event, correct? Will there be other units that need support by the MTT? Will the number of units to be supported along with the timeline for that support happening be provided?

Each event has a primary ASOS and fighter squadron. Our focus is on these 2 units since they will provide the majority of aircraft and JTAC and are the units we want to provide a MTT to. Yes, other units will be ivolved in the exercise but they will not be the focus for utilizing DACAS. Number of units and timeline of events will be provided via the Joint Exercise Life Cylce (JELC) and the Exercise Summary (EXSUM).

008 PWS 5.4, 5.4.1 The requirements in this section are open-ended and could be wide-ranging. Is the network only taking place between the JTAC and the fighters on station, or will there be more infrastructure involved (i.e.

gateway, TOC, ASOC, OC's, etc.)?

Currenlty the network will only include JTAC and the fighters on station with a potential to add in the ASOC and TOC in the future but is not yet being concidered for this requirement. The intent is to keep this requirement wide ranging due to the fact that JTACs from all services participate in Northern Strike and we will not know what systems are assigned to them until they are signed up for the exercise.
