About this file
This is a Request for Information (RFI) document issued on February 23, 2026, for solicitation W50S85-26-Q-A008 concerning the procurement of 127 SFS Headsets and Push-To-Talk Equipment for Selfridge Air National Guard Base in Michigan. The acquisition comprises five Contract Line Items (CLINs) totaling 575 units (115 units per CLIN): CLIN 0001 for ComTac VI headsets, and CLINs 0002–0005 for dual Push-To-Talk (PTT) assemblies and radio cable connectors compatible with Harris, Motorola, and 6-pin military platforms. The binding delivery requirement is 120 calendar days After Receipt of Order, with partial shipments permitted provided full acceptance occurs in WAWF only after all equipment is received in good working order. Payments will be released only upon complete acceptance. No MIL-STD-129 special packaging or IUID marking requirements apply, as no individual item meets the $5,000 threshold. This is a Small Business Set-Aside below the Simplified Acquisition Threshold (under $350,000), and therefore the non-manufacturer rule does not apply.
Evaluation will be based on equal weighting of Price and Past Performance, with past performance assessed using the SPRS database and CPARS for the preceding three years in similar dollar thresholds. All equipment must function as an integrated communications suite with full compatibility among the ComTac VI headset, specified radio platforms, PTT assemblies, and connectors; any connector meeting salient characteristics and achieving the communications suite package will be reviewed for acceptability. The downlead must meet minimum interface standards rather than requiring specific pre-configured shipment. Funding is anticipated by September 30, 2026, though no specific award date confirmation is available. The RFI document addresses 12 vendor inquiries covering evaluation criteria, past performance lookback periods, technical specifications for connectors and interfaces, delivery requirements, packaging standards, and small business size standards.

W50S85-26-Q-A008
127 SFS Headsets and Push-To-Talk Equipment– Selfridge ANGB, MI as of 23 February 2026 at 12:00 PM EST
Dated: 23 FEB 2026
The Request for Information document with vendor inquiries will be updated and posted periodically on beta.sam.gov where the solicitation and attachments are found.
Q1. EVALUATION CRITERIA: Pages 51–52 of the solicitation (Addendum to Evaluation) appear to be blank. Can the Government confirm the complete evaluation criteria and relative weighting of Price vs. Past Performance? Will this be a Lowest Price Technically Acceptable (LPTA) evaluation, or will past performance be weighted differently?
A1. Page 49: 52.212-2 Evaluation factors: Price and Past Performance are equal.
Q2. What constitutes 'recent and relevant' past performance for this acquisition – specifically, what is the lookback period (e.g., 3 or 5 years) and what dollar thresholds or similarity criteria will be applied?
A2. The SPRS database and CPARS will be checked for the past 3 years in similar dollar thresholds.
Q3. BRAND NAME / OR EQUAL – TECHNICAL For CLINs 0002–0005 ('Brand Name or Equal'), will the Government accept a single PTT assembly that interfaces with multiple radio platforms (Harris, Motorola, and 6-pin military), or must each CLIN be a separate, unique physical connector cable?
A3. The PTT must be dual.
Q4. For CLIN 0002, the PTT Assembly must be 'compatible with the specified headset and radio connectors.' What specific physical or electrical interface (e.g., connector type/pin configuration) must the PTT assembly use to connect to the CLIN 0001 Comtac VI headset?
A4. This is a communications suite in which all equipment must be compatible with the ComTac VI headset, the specified radio platforms and each other (i.e. the radio cable with PTT, PTT with headset). Read the salient characteristics.
Q5. For the 'or equal' connectors (CLINs 0003–0005), is the 21GC modular series designation a required interface standard, or is any connector that achieves the physical and electrical connection to those specific radios acceptable? Will the Government accept adapters or will native connectors be required?
A5. Any connector that achieves the communications suite package and meets the salient characteristics would be reviewed for acceptability.
Q6. The salient characteristics state the headset (CLIN 0001) 'must include a downlead compatible with the 21GC modular connector series.' Does the Government require the headset to ship with a specific download configuration, or is the download compatibility a minimum interface standard to be met by the PTT/connectors in CLINs 0002–0005?
A6. Downlead must meet minimum interface standards. That notation will be updated.
Q7. The solicitation references 120 calendar days ARO for delivery and the buy listing states a preferred delivery of 90 days. Which is the binding delivery requirement – 90 days or 120 days?
A7. 120 days is binding. Unison only allows a maximum of 90 days.
Q8. Are there any specific MIL-STD-129 packaging and marking requirements, or will commercial packaging be acceptable? Are there any special handling instructions for shipment to Selfridge ANGB?
A8. None
Q9. Will all 575 units (115 units × 5 CLINs) be delivered in a single shipment, or may partial shipments be made as items become available?
A9. Partial shipments are reasonable, however, acceptance will be complete in WAWF once all equipment is received in good working order. Payments will be released only after full acceptance.
Q10. DFARS 252.211-7003 (IUID) is included in this contract. Can the Government confirm which CLINs, if any, have a unit acquisition cost of $5,000 or more and therefore require IUID marking? Are IUID labels expected to be applied by the contractor or are manufacturer-applied markings acceptable?
A10. DFARS 252.211-7003 is a mandatory clause in all commercial acquisitions, however no individual piece of equipment meets the threshold for IUID.
Q11. The solicitation states funds are not currently available and are anticipated by September 30, 2026. Can the Government provide a more specific expected award date or funding confirmation date? This directly impacts our ability to manage inventory and allocate manufacturing capacity.
A11. No.
Q12. As this is a Small Business Set-Aside for supplies above the Simplified Acquisition Threshold, can the Contracting Officer confirm whether the 500-employee non-manufacturer rule applies to resellers/distributors, or whether the 800-employee size standard under NAICS 334290 is the applicable standard for all offerors?
A12. Market research indicates this is a below SAT acquisition (under 350K) therefore, the NMR does not apply.
