Section 00100 - Bidding Schedule/Instructions to Bidders

INSTRUCTIONS

VGLZ 232027 Repair HVAC Bldg. 560: The 127 Wing (WG) requires energy efficient and adequate Heating, Ventilation, and Air Conditioning (HVAC) equipment and controls to support habitable spaces requiring proper environmental controls for Building 560 (B560), Radar Approach Control Center and Air Traffic Control Tower, to conduct aircraft operations. The period of performance is 365 calendar days after receipt of Notice to Proceed. contain R22 refrigerant, which is difficult to maintain, and the preventative maintenance material costs are high. The boilers and pumps in Building 560 are approximately 22 years old and approaching the end of life. The hot water circulation pumps, associated with the boilers, and valves are also in poor condition. A HVAC system assessment was conducted in 2022 and was provided a 46 average component index in BUILDER with less than 1 year of remaining service life. This project takes necessary steps to comply with provisions of the mandates and is a follow-on to the Energy Conservation Opportunity (ECO) implementation as recommended by the latest energy audit. Replacement of older HVAC equipment and DDC with newer energy efficient units will help meet the mandates for energy conservation. All units being replaced currently contain refrigerant R-22 which has been mandated to be removed and replaced with units using R-410A, as applicable, in accordance with sustainability and environmental policies. Any R 22 refrigerant will be captured and reclaimed at the installation.
