About this file

This document contains questions and answers regarding solicitation W50S8523B0009 from the Department of the Army Michigan Army National Guard for repair work on Perimeter Road - Connector Road. The solicitation requests information on pricing for starting work in either 2023 or 2024 due to concerns about availability of funds and adverse weather conditions impacting completion within the 120 day timeframe. W50S8523B0009 VGLZ 182035 - Repair Perimeter Road -- Connector Road

Q1. Per the solicitation funds may not be available until 30 September 2023. Should that be the case the project schedule would most likely run into adverse weather conditions. These conditions would either require additional costs or may not allow the work to be completed in the 120 days due to bituminous plant closures if the project were to start in 2023. As such, please advise if our proposal should be based on starting the work in 2023 or 2024 so we may price accordingly.

A1: There is no expectation that paving operations will transpire on this project after the Metro Detroit bituminous plants close. There are procedures and clauses built into the contract to increase the contract period of performance without contract price changes or penalties to the Contractor or the US Government as the situation dictates.
