About this file
This document is a Questions and Answers file for a federal construction contract project involving Fire Station Fence work at a military installation (BCANG - Battle Creek Air National Guard).
The project requires approximately 300 linear feet of new 7-foot-high, 9-gauge galvanized chain-link security fence with 1-foot-6-inch angled outrigger extension arms and three strands of barbed wire, achieving an overall height of 8 feet. Key deliverables include a double cantilever gate with a 33-foot clear opening, demolition of approximately 1,100 linear feet of existing fence and a 290-foot concrete noise-barrier wall (comprised of 29 panels measuring 10'x10'), flush-cutting and grinding of existing steel support columns, and site restoration including grading, seeding, and mulching of disturbed areas. The contractor bears responsibility for survey and layout of the new fence alignment, final gate foundation design following Michigan weather standards, and FOD (Foreign Object Debris) control procedures. Concrete foundations must meet 3,000 PSI compressive strength at 28 days, and the gate requires full grounding arrangements including ground reels and exothermic-weld connections for military installation perimeter security. The government will provide BEST brand padlocks (SKU 21B722LWC) compatible with the locking drop-bars. All removed fence materials and metal from demolition must be placed in the government's base metal recycling location, while concrete foundations are to be transported and disposed of off-base by the contractor. Emergency response vehicle access to Building 6954 must be maintained throughout construction. The procurement is designated as a 100% Small Business set-aside under NAICS 238990, and FAR 52.219-14 Limitations on Subcontracting does not apply to this contract.

Project Question Answer
Fire Station Fence
New Fence Alignment / Final Quantity - The SOW requires approximately 300 LF of new fence, while the drawings show the proposed alignment graphically but do not provide dimensional control. Please confirm the exact limits and final linear footage of new fence. Please also confirm whether the Government will stake the new alignment or whether the Contractor is responsible for survey/layout.
The contractor is resposible for the survey/loayout. The final linear footage will be based on the layout done by the contractor. The LF provided by the SOW is an estimate and bidders should price accordingly.
Fire Station Fence
Temporary Perimeter Security - The existing fence provides direct access to the airfield and must remain secured. Please confirm whether the Contractor is required to provide temporary security fencing, temporary gates, barricades, or other perimeter-security measures during demolition and relocation of the existing fence.
Temporary fence is not required if contractor can maintain perimeter during installation of new fence and removal of existing fence. If temporary fence is not installed, the exisiting fence cannot be removed until the new fence has been installed to maintain installation perimeter.
Fire Station Fence
Fence Demolition / Construction Phasing - Please confirm whether the new fence and vehicle gate must be completely installed, accepted, and secured before demolition of the existing perimeter fence begins. If not, please identify the maximum length or duration that the perimeter may be open or unsecured at any one time.
The installation perimeter must be maintained at all times. If temporary fencing is not installed, the new fence and gate must be completely installed, inspected, and secured before demolition of the existing fence and gate.
Fire Station Fence
Fire Station Emergency Access - Please confirm whether continuous emergency-response vehicle access to and from Building 6954 must be maintained throughout construction and identify the minimum clear access width that must remain available during each phase.
110th Emergency response vehicles will require access to and from B6954 during this time.
Fire Station Fence
33-Foot Gate Configuration - The SOW requires a 33-foot clear-opening cantilever gate and states that a double gate is acceptable. The UFC information included in the drawings states that single cantilever gates are not recommended for openings greater than 24 feet. Please confirm whether the Government will accept an engineered single cantilever gate for the 33-foot opening or whether a double cantilever gate is required/preferred.
The SOW has been updated in Amendment 0001 to require a double cantilever gate. Amendment also includes Government removal of berm for clearance of slide gate, see amended
SOW.
Fire Station Fence
Gate Structural Engineering - The SOW requires the gate frame and counterbalance tail to be structurally engineered to prevent sagging. Please confirm whether gate shop drawings and structural calculations must be signed and sealed by a licensed Professional Engineer, or whether manufacturer-engineered/certified shop drawings are acceptable.
Manufacturer-Engineered / Certified Shop Drawings are acceptable
Fire Station Fence Gate Foundation Design - Please confirm who is responsible for final design of the gate-post foundations and provide any required design loads, wind criteria, frost-depth requirements, or allowable soil-bearing capacity to be used in the design.
The contractor is responsible and must follow industry standards for Michigan weather
Fire Station Fence
Gate Grounding - The cantilever gate detail depicts grounding components, including a ground reel and exothermic-weld connections. Please confirm whether the grounding arrangement shown in the drawing is required for the new manual gate on this project.
Yes, the grounding arrangement depicted in the cantilever gate detail is fully required for the new gate.
Although the gate is manually operated, grounding is still required for perimeter security fences on military installations to protect personnel from lightning, static discharge, and touch-potential hazards.
Fire Station Fence
Gate Locking Hardware - The SOW requires locking drop-bars compatible with base-issued padlocks. Please confirm that the Government will provide the final padlocks and provide any required latch/opening dimensions or other compatibility requirements.
The government will provide the padlocks. The padlocks are BEST brand SKU 21B722LWC. 5/16 shackle diameter 1-1/2 steel shackle .
Fire Station Fence
Fence Post / Foundation Requirements - Please confirm that the typical fence details provided in Attachment 2 govern post spacing, post sizes, concrete-footing dimensions, bracing, tension wire, and other structural requirements for the new 300 LF security fence.
Yes, the details provided in attachment 2 govern structural requirements related to post spacing, post sizes, concrete-footing dimensions, bracing, and tension wire.
Fire Station Fence
Concrete Requirements / Testing - Please provide the required concrete compressive strength, mix requirements, cure requirements, and testing requirements for the new fence and gate foundations. Please confirm whether slump testing, cylinders/compressive-strength testing, or independent testing is required.
Concrete for the new fence and gate foundations shall have a minimum compressive strength of 3,000 PSI at 28 days (refernce UFC 3-301-01). Standard commercial-grade concrete mixes and curing methods apply. Independent third-party field testing (slump, air content, and cylinder breaks) is NOT required; however, the contractor must provide delivery tickets to verify the mix design upon request.
Fire Station Fence
Fence-Mounted Signs - The drawing package includes a fence-mounted sign detail indicating Government-furnished signs installed by the Contractor. Please confirm whether this detail applies to this project and identify the quantity, spacing, and attachment requirements for signs to be installed.
Sign detail in drawing is for specifcation only, signage is not required for this project.
Fire Station Fence
