About this file
This document contains responses to requests for information (RFIs) regarding three federal contract opportunities for repair work on parking lots at the Battle Creek Air National Guard Base in Michigan. The opportunities include asphalt removal and replacement, curb and gutter work, and concrete barrier removal. Responses indicate the contracts fall under NAICS code 238990 for specialty trade construction and will be awarded on a firm fixed price basis within 120 days. No modifications for material price changes will be allowed. The response timeframe for independent lab tests was unspecified. The document provides clarification on the scope of curb and sidewalk work as well as responsibilities for barrier removal and rescheduling for weather delays.

RFI #: 04

On the North and South of the drive and surrounding parking lot that is to be removed? The RFP only call out curb removal in one spot and do not actually show the curb to be removed on the plans, but google maps shows there is curb around all of the pavement that is to be removed in this lot.
Response: Provided in updated drawings and take‐offs.

RFI #: 07
Information Requested: (W50S84‐21‐B‐0008) Lot K ‐ What is the proposed cross section for the new driveway? What is the material type and thickness for the subbase and aggregate base to go underneath this new driveway?
Response: No new driveway. Refer to updated drawings and take‐offs.
RFI #: 08
Information Requested: Please identify all lab tests that will be conducted independently of the Prime Contractor by the CO.
Response: Contractor is to provide, to the Government, all test results required within the contract. The government does not perform, or supply, any testing.
RFI #: 09
Information Requested: Please identify the current turnaround timeframe for these independent tests.
Response: ??
RFI #: 10
Information Requested: How will rain delays be governed and added to the end completion of the project?
Response: Without being ‘Unusually severe weather’, rain delays are not simply “added” to the completion date, or at the back end of the project. Heavy rain, lots of rain, even flooding … does not typically constitute ‘unusually severe weather’. See FAR Clause 52.249‐10.
With that said, if the project is shut down, due to project requirements, (Example: specifications don’t allow for asphalt paving under a specific temperature) the government does not intend to be unrealistic, and continue with the original schedule. The contractor and the Government will come to an agreement on an updated project schedule. The awardee will then be held to the new schedule. At no time, will the contractor perform work, without a schedule. Your typical ‘heavy rain’ will not ‘add’ days to your scheduled / contractual completion date.
