About this file

This document is a Request for Information (RFI) with accompanying Government responses regarding the procurement of a 64-inch printer/cutter system for the 101st Air Refueling Wing (ARW).

The Government specifies the following key requirements: delivery via F.O.B. Destination to the loading dock with the 101st ARW responsible for transport to Building 499, Room 111 prior to contractor setup and training; an 8-color ink configuration with CMYKLcLmOrGr (expanded color gamut with orange and green) for detailed printing on vinyl aircraft decals, stickers, and labels; and a delivery timeline of 90 calendar days after award receipt. The Government requires both on-site installation/setup and commissioning of the unit at its final location and on-site operator training for Government personnel. The professional services scope includes printer assembly, technician verification of correct installation, software installation and compatibility verification with Government computers, operator training on setup and operation, and troubleshooting guidance. Two service options are offered: Option 1 provides 2-day setup with 6 hours per day, and Option 2 provides 1-day setup with 9 hours, with both options accommodating 4-6 personnel. The Government expressed preference for completing setup and training within one day if possible. No specific pricing terms, contract vehicle type, response deadline, or award date are specified in this RFI document.

64-INCH Printer/Cutter

RFI #1

Q1) Delivery and placement. We understand the unit is to be delivered F.O.B.

Destination to the loading dock, and that the 101st ARW will be responsible for moving the equipment from the dock to its final installation location on base. Please confirm this is correct.

A1) Correct. We will be responsible for moving the equipment from the dock to its final installation location, Building 499, Room 111, prior to contractor arrival for setup and training.

Q2) Which one aligns best with your color and material requirements: clarify the required ink configuration; specifically, whether a configuration containing all of CMYK + Lc + Lm + Orange + Green is required, or whether an equivalent extended-gamut 8-color configuration would be acceptable?

A2) Color requirements: We are planning on using the ink to print on vinyl to use on aircraft decals and the best configuration that will align with our needs is the (CMYKLcLmOrGr – Expanded color gamut with Orange and Green) for best detailed print.

Material requirements: We are going to be using the vinyl printer for stickers, decals, and labels for aircraft and other various equipment. So, we will not be needing heat-transferring graphics, banners or signage, or vehicle graphics.

Q3) Delivery Timeline. The solicitation requires delivery within 60 calendar days of award, and states that quotes proposing delivery beyond 60 days may be excluded. We have been advised by a dealer that the manufacturer's current stock of a qualifying unit is on backorder until mid-July 2026. Could the Government clarify whether the 60-day delivery period runs strictly from the date of award, and whether any flexibility exists should manufacturer lead times extend delivery slightly beyond 60 days due to current backorder conditions affecting all offerors?

A3) We will allow for 90 days after receipt of award.

Q4) Installation and training. The salient characteristics reference "professional services as specified herein," but the specific services are not itemized in the solicitation. Could you please clarify whether the Government requires the supplier to perform:

a. On-site installation/setup and commissioning of the unit at its final location, and

b. On-site operator training for Government personnel.

If either or both are required, please advise the expected scope (e.g., number of training hours or attendees) so we can price accordingly. If they are not required, please confirm that delivery to the dock fulfills the requirement.

A4) We will be needing both A and B, the on-site installation and setup and the on-site operator training. We hope to be able to fit the set-up and training into one whole day if possible. The setup will include putting the printer together and then having it verified by a technician that it is correctly installed. Then helping us install the software onto the computer that we have and verifying that the software is compatible with the computer and will link up with the printer. Then training personnel on the setup of the printer and how to operate the printer and software. Then helping troubleshoot any problems and giving guidance on any further questions for future reference.

Scope: Option 1: 2-Day Setup, 6 Hours each day, Printer Setup, Operation, Verification, and Training for 4 – 6 personnel.

Option 2: 1-Day Setup, 9 Hours, Printer Setup, Operation, Verification, and Training for 4 – 6 personnel.
