STATEMENT OF WORK

1. General Project Information:

Project Location and Background: The background of the project is for a contractor to do a full replacement of the HVAC system located at the Munitions administrative building.

The project will encompass all aspect of HVAC work. From replacing the current five-ton HVAC unit with a new unit that has the same capabilities as before. As well replacing all duct work, safety disconnect switch etc.

1.1. Site Description: The MARYLAND AIR NATIONAL GUARD, WARFIELD AIR NATIONAL GUARD BASE has a workforce of over seventeen hundred full and part-time personnel, with facilities occupying one hundred and seventy-five acres of property.

1.3.1. Coordinate access to premises with Contracting Office Representative (COR) at (410) 918- 6537 for execution of work. Emergency situations, military operations, or other contingencies may cause suspension of work or restrictions on access to the construction site. If military emergency operations require escorts, the Government will provide them to the Contractor at no cost.

1.4. Use of Premises:

1.4.1. Contractor shall assume full responsibility for protection and security of materials and equipment stored on site.

1.4.2. Contractor shall move any stored products, under their control, which interfere with operations of the Government.

1.4.3. The Contracting Officer Representative (COR) will determine the storage or work areas available under this contract.

1.5. Government Equipment: Contractor use of Government owned or leased equipment such as: hoists, forklifts, compressors, welding machines, cutting rigs, etc. shall not be permitted on either a reimbursable or non-reimbursable basis. Cost for all equipment required to accomplish the work shall be included in the Contractors final bid price.

1.6. Recognized Holidays: The following are recognized US holidays. The contractor shall not perform services on these days:

1.7. Permits and Inspections:

1.8. All inspections will be performed by COR unless modified by the Statement of Work. All testing will be performed by the contractor unless modified within the construction documents. A submission of the air balancing report shall be submitted to the Commander of the 175th Civil Engineering Squadron before final payment will be delivered.

1 . 9 . Contractor Passes: Contractor’s Passes are only issued to personnel who have properly submitted a locally generated WF 113 Wing Installation Access Application (available from the Contracting Office or from the COR) and have been cleared through an approved background investigation by the 175th Security Forces Squadron. The Installation Access Application contains required information necessary to conduct a National Criminal Information Center (NCIC) background check or a Defense Biometric Identification System (DBIDS) check.

Contractors who will be working on the installation need to complete an Antiterrorism Level I training. The training can be found at http://jko.jten.mil/courses/atl1/launch.html. Please ensure contractors are attaching their certificates along with their applications. Contractors who have not completed an Antiterrorism Level I training will not be allowed on the installation.

Contractor Passes are only issued to contractors who will be required to work more than 14-days on the installation in performance of their contract. For contractors requiring less than 14 days of access, an AF FM 75, Visitors Pass, will be issued upon a favorable background investigation.

The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer’s Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.

Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC- III) and Terrorist Screening Database (TSDB) (AFI 10-245, AFI 31-101 and AFMAN 31-113), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

The Defense Forces Commander (DFC) maintains the right to deny contractors access to the installation based on unfavorable information obtained through NCIC or DBIDS

1.10. Burnt Permits: Unless otherwise specified in other sections of this specification, the use of burning equipment or open flame welding and cutting shall be allowed only as authorized in writing by the local Fire Inspector (Facility 3150). Once approved by the Fire Inspector, a written AF Form 592 – USAF Welding, Cutting, and Brazing Permit will be issued. The permit will be issued by the fire department within one (1) hour of request and must be renewed daily.

1.11. Digging Permits: Are obtained from the Work Control Office (Facility 2100) at (410) 918- 6300. The Contractor is responsible for contacting ‘Miss Utility’ to mark the gas and electrical lines. The Contractor is responsible for hiring a private underground utility locating company to mark the water, sanitary sewer, storm sewer, broadband cable, and communication lines.

1.12. Change Orders: Only the Base Civil Engineer (BCE) or the Contractor may initiate change order requests. Do not proceed with any work until a signed modification or other written authority is received from the Contracting Officer. Only the Contracting Officer may approve a change order.

1.13. Field Changes: No changes in the cost or the scope of the project may be made without processing a change order. Field changes not involving cost or scope may be initiated by the BCE, COR, Contracting Officer or the Contractor.

1.14. Daily Report and Sign-In Register: Each day the Contractor is on site to perform any work, the Superintendent/Foreman shall sign in at the Base Engineering Building (BLD 2100), indicating specific Building/Location and the number of persons who shall be performing work that day.

1.15. Hours of Operations: The hours of operations at Martin State Airport for the Air National Guard are 10 hours per day (0630 – 1700) Tuesday – Friday). Coordinate access to premises with COR, for execution of work. Emergency situations, military operations, or other contingencies may cause suspension of work or restrictions on access to the construction site.

Off-Hours Work: Except as otherwise specified, all work shall be performed during regular work hours (indicated above). If the Contractor desires or is required to work on Saturdays, Sundays, Holidays, or other hours outside normal work schedule, the Contractor shall be required to seek written approval from the BCE. The Contractor is not entitled to premium time if the request is approved.

1.16. Clean up: The work site is an active civilian and military airport. Site cleanliness, Foreign Object Debris (FOD) control is absolute. The Contractor will clean up all construction debris and refuse and will remove it from the work site and the Base daily at their own expense.

1.17. Safety: The Contractor is responsible for performing all work In Accordance With (IAW) State and Federal OSHA requirements as well as compliance with the most current USACE

1.18. Environmental Protection and Waste Disposal: The disposal of all materials, which may include hazardous or toxic liquids that are used to perform the work, shall conform to all Federal, State, and Local environmental regulations. All dumpster service and waste management shall be provided at no additional cost to the Government. All recyclable metal shall be placed into Martin State Airport scrap metal recycling containers. Also, for more information, review “Environmental Protection Plan for Contractors”, which will be provided during the solicitation phase.

1.2.2 Military Real Property Data – DD Form 1354: The Contractor shall furnish real property data to the Government via the DD Form 1354, Building Information Checklist for the Transfer and Acceptance of Military Real Property, for each new construction and/or renovation project awarded, unless otherwise notified. The cost and unit of measure of each individual asset must be identified separately. If demolition work is within the scope of the project, demolished assets and demolition costs must also be identified. The Contractor is responsible for accuracy of data, current up to the time of completion. The Contractor should contact the Real Property Office at 410-918-6222 with questions pertaining to the DD Form 1354. For construction data assistance, Contractor may contact the 175th Base Civil Engineer’s Office to speak with the COR, or Project Manager assigned to the project.

1.2.3 Hazardous Materials: If suspected hazardous materials are discovered (other than dip tank solvents already included within the scope of work), do not disturb, contact the COR.

2. Specific Project Information:

2.1. Codes: National Fire Protection Association, national building code adopted by the local jurisdiction for wind, snow and seismic loads, Underwriters Laboratories and Factory Mutual

2.2. References: Factory Mutual Standard 4470 - Approval Standard for Class 1 Roof Covers, Underwriters Laboratories (UL) - American Society for Testing and Materials (ASTM) - Annual Book of ASTM Standards, Architectural Sheet Metal Manual, American Society of Civil Engineers (ASCE)

2.3. Standards: - ASCE 7 - Minimum Design Loads for Buildings and Other Structures, UL 790 Class A for fire resistance, UL 580 Class 90 for wind uplift resistance, ASTM D 6162, ASTM D 6163 or ASTM D 6164 for Roof Covering materials.

2.4. Site Visit: A site visit shall be offer prior to providing a proposal.

2.5. Scope of Work:

2.5.1. The contractor shall provide and install a new HVAC system that meets or exceeds the old existing HVAC system capabilities.

2.5.2. The contractor shall remove and dispose the current safety disconnect switch and replace it with a new switch along with all new wires and conduit.

2.5.3. The contractor shall ensure the newly placed unit is level.

2.5.4. The contractor shall provide and install new temperature controls that communicate and work with the newly installed unit.

2.5.5. The contractor shall replace all duct fittings with new duct fittings and seal all edges to industry standards.

2.5.6. The contractor shall provide a new outside air intake hood / damper with a new unit that meets / exceeds the old existing equipment.

2.5.7. After all new equipment, duct work etc., is installed the contractor shall do a startup and test operation to make sure the newly installed system is properly working.

2.5.8. With the newly installed unit the contractor shall provide the amount of new refrigerant that was added.

The 175th Air National Guard with provide the documentation.

2.5.9. Provide weekly reports on progress of installation.

3 Waste Management: All dumpster service and waste management shall be provided at no additional cost to the government.

4 Quality Assurance: Once installation is complete, a manufacturer’s Quality Assurance Specialist (QAS) shall inspect the visible details of the roofing system for acceptability for warranty issuance. Any deficiencies shall be corrected by the Contractor and made ready for re-inspection within five (5) working days. Warranty shall be promptly issued upon acceptance by the QAS.

5 Warranty: The warranty will include a (1) year workmanship warranty and all warranties that come with the newly install equipment.

6 Existing Utility Interruptions: Do not interrupt utilities serving facilities occupied by Owner or others unless permitted under the following conditions:

Notify the COR prior to arranging with Baltimore Gas and Electric (BG&E) to shut off and turn on electrical and/or natural gas utilities. Notify the COR not less than 7 days in advance of proposed utility interruptions. The Government will be responsible for all BG&E connection fees.

Do not proceed with utility interruptions without the COR’s written permission.

7 Submittals: Provide submittals for all mechanical equipment along with air balance report at completion of project. Provide one bound copy of submittals along with copy saved to disc.

8 Product Information: Provide the following product information and material samples for approval by the COR
