Please advise on the following inquiries:
1. What is the existing type of roof? Thermoplastic Polyolefin (TPO)
2. Please provide photos of the existing condition(s) of the roof, equip. curbs, roof penetrations, and roof HVAC equipment. See below.
3. For crane service, to what proximity can a crane approach building 2050 at the SE corner/at the site of roof work? The crane has a lay out area of in front of the building on the street. That distance from the street to the building is 28ft
4. What is the height of the roof to be demoed/replaced? 14ft
5. Is there available space for a crane rig to approach and be stationed to remove/place equipment on roof at the site of roof work? Please refer to question number four (4).
6. It would support Contractor and subcontractor competition if there is an option to electronically submit our bid. Could you consider allowing electronically submitted bids via email in lieu of the current hand-carried method? In so doing, contractors could make use of subcontractors’ bids that release pricing the same day proposals due. Per the solicitation, electronic submission is not allowed.
7. The Statement of Work, SOW, para. 2.4 seems to state offers are required to attend site visit prior to providing a proposal. Is site visit attendance a requirement for valid proposal submission? NO
8. Can contracting support another site visit to support local subcontractors that want to view the site? Not at this time.
9. If the chain fall steel beam can be removed, does the hood have to be 20 ft. long, as it seems that it only needs to be 13 ft. long. Chain Fall Beam has to stay.
If the beam is to stay will a field assembled two-piece hood be acceptable? This two-piece would be acceptable only if can meet the required CFM rate stated in 3.10.0 and 3.11.0 of the Statement of Work.
10. Who is the control contractor? I am not sure exactly what the question is referring to but the prime contractor that wins the award is responsible for all employees including the subcontractors. Government personnel will not supervisor or be responsible for any contracted vendors.
11. Under 2.5 in the Statement of Work it states we are to provide a detailed cost proposal indicating costs and breakdown for Roofing, Mechanical, Electrical, etc. What is the extent of this breakdown, is there a specific format so that all bidders provide what is required? Are we to provide lump sum breakdown for each trade, or more than this? Provide lump sum for each CLIN section.
12. Under 2.6 in the Statement of Work it states the Contractor is to describe in his or her proposal how they will manage the project. The Contractor shall identify key players and their abilities, etc. At the site walk it was discussed the bid evaluation will be lowest price technically acceptable. Is a technical factor to be included in the bid evaluation? Or is this to be provided after bid as a final step before award? Per the solicitation, the project is to be evaluated using sealed bid procedures. The evaluation factors will be price and other price related factors only. The potential awardee will be reviewed for responsibility prior to final award. The solicitation is not a lowest price, techinically acceptable evaluation.
13. Under 3.9.1.4 in the Statement of Work it states “the single ply membrane should be as a minimum an ASTM-D 751, white, 40 mil single-ply membrane. The minimum available thickness for TPO is 45 mils. However, the NRCA recommends a minimum of 60 mils to provide greater puncture resistance and breaking strength. Since there is mechanical equipment on the roof, anything than 60 mils will potentially cause a problem with future maintenance due to heavy foot traffic. In addition, the Statement of Work requires a 20 Year NDL warranty, however, 45 mil TPO is only eligible for a 15-year maximum warranty. 60 mil TPO is eligible for a 20 Year NDL warranty. Please advise what membrane thickness is required. Please use a minimum of 60mil TPO. In order to meet the 20 year NDL warranty stated in the SOW.
14. Are we required to be licensed in MD to participate in this solicitation? All codes must meet federal, state and local requirements. All vendors must be able to meet Maryland license requirements since the prime contractor will be required to provide proof of third party testing as applicable to the statement of work.
