Technical Questions
I saw your posting of the Mass Alert System requirement W50S82-21-Q-0006 and noticed that it was for a speaker system. What are your thoughts on either replacing the speaker system with a software based mass notification system, or at least augmenting the speaker system with software alerting? Our critical communications software as a service will allow you to notify everyone in a geo-targeted location by phone (cell or landline), text, email, or desktop alerting, all in seconds to minutes. Let me know if you would like to discuss this further or setup a quick demo of the system.
A. We already utilize an enterprise wide software based mass notification system by Blackberry known as AtHoc. Enterprise systems are typically procured at a higher level and are downward directed.
What are the model of encoders in bldgs 1110, 2020, and 3150?
A. Model # E-2010 B. Part # 01-1483270-000
Do the wireline boards have to be replaced if an RF solution is identified?
A. I believe they do. If I understand from the survey we had completed, the current boards are only configured to run on POTS (Plain Old Telephone Service) copper lines and not RF.
Please clarify resistance bonding?
A. See TIA-607-D and Whelen WPS 2909 installation requirements. Essentially each pole needs an equipment grounding buss. I don’t recall if there is separate lightning protection required by the manufacturer. During our survey it was noted that several of the grounding rods had been severed by routine landscaping maintenance.
Please be more specific and clarify what is meant by pest control measures for the sirens?
A. We have had problems with both ant and wasp infestation. Our previous maintenance contract included remediation and prevention techniques. No further or specific information is available.
Will all siren sites and control points need to be converted to RF or does the government wish to have one part of the system on wireline and one part of the system on RF, if a full RF solution is not needed?
A. At the discretion of the contractor. As long as all seven communication links are functional the requirement will be considered met. In my opinion, if converting only the broken communication links would reduce the total cost of the proposal to a level that allows us to execute without becoming an unfunded requirement, that is the best option.

Can the government provide a copy of TIA-607-D, GENERIC TELECOMMUNICATIONS BONDING AND
GROUNDING (EARTING) FOR CUSTOMER PREMISES?
A. 175 CF/SCQ is restoring access to the IHS Markit standards repository. I have also reached out to the CSI-B for a copy in the meantime. Have not heard back yet.
If an RF solution is decided upon, will the spectrum manager require a coverage study or emitter survey of proposed radios?
A. Question forwarded to the spectrum manager. Expect a delayed response.
Will proposed radios need to be JF-12 Certified?
A. We will accept industry standard but it would be preferred that they be compatible with the currently installed fire alarm system.
Please verify the model number for all siren sites. Are all 11 siren sites WPS 2909 model sirens.
A. Yes, all SEVEN sites are WPS 2909 sirens.
Please verify what type of logic boards or controller are in each siren. 2020 logic board, 2030 logic board, or 864 controller.
A. This information is unavailable. A site survey may need to take place.
Approximately how many cabinet gaskets will be needed?
A. 14 as the battery compartment is separate from the amplifier and logic compartment.
Other government contracts for Whelen siren work have required the servicing company along with servicing technicians to have a Whelen Master Distributor certification for sales and service from the factory. Will this be required as part of this contract?
A. No, as long as the equipment is functional and installed to manufacturer specifications.
