About this file
This document is a Vendor Question and Answer (Q&A) file for federal contract solicitation W50S80-26-Q-0022 issued by the 102d Intelligence Wing for the procurement of Zoll Automated External Defibrillators (AEDs). The solicitation requires the AED Plus Federal Government Package, specifically ZOLL part number 23000010102011320, though the government will evaluate successor part numbers if accompanied by OEM documentation confirming unchanged configuration, salient characteristics, and warranty. The desired delivery timeframe is 30 days after contract award (ADC), with shipping on an FOB destination basis, meaning all freight and delivery costs must be included in quoted unit and extended prices. Separately priced contract line items may be delivered individually provided the complete order arrives within the required period; however, evaluation of delivery schedules will be based on the final shipment date rather than individual item deliveries.
The Q&A clarifies several submission requirements for interested vendors. Part numbers for quoted products are mandatory; OEM product data sheets and compliance matrices are optional but permitted. Documentation of authorized ZOLL distribution or authorized supply chain status is not required. Vendors may optionally supply reference numbers for relevant past performance contracts involving commercial AED, medical equipment, or emergency-readiness experience. Completion of FAR 52.225-2 Buy American Certificate with country-of-origin information is required as applicable. The attached Schedule of Offeror form contained a typographical error in the solicitation number (W50S80-22-Q-0022 instead of W50S80-26-Q-0022) and outdated date (July 21, 2024); vendors should correct these items prior to signing.

Vendor Question and Answer
Zoll Automated External Defibrillators (AEDs)
W50S80-26-Q-0022
1. The requirement identifies ZOLL part number 23000010102011320 for the AED Plus Federal Government Package. If ZOLL has assigned a current successor ordering number to the identical package, would the successor number be acceptable when accompanied by OEM documentation demonstrating that the configuration, salient characteristics and warranty are unchanged?
Answer: The 102d Intelligence Wing would evaluate any alternative or successor part numbers provided to confirm that the device configurations meets the particular requirements for the facility in which the device will be stored, maintained, and used. If supplied alternatives do not meet the requirements of the facility, the government will deem the supplied quote technically unacceptable.
2. Please confirm the meaning of “30 Days ADC.” Does this require delivery of all contract line items within 30 calendar days after the date of contract award?
Answer: 30 Days ADC is the desired delivery time for After Date of Contract our customer is requesting. Actual delivery dates vary based on market inputs and product availability.
Vendors shall provide a delivery date which reflects delivery of the final shipment.
3. May individual contract line items be delivered separately as they become available, provided the complete order is delivered within the required period?
Answer: Separately priced CLINS can be delivered separately.
4. Because shorter delivery schedules will receive a higher evaluation rating, will the Government evaluate delivery separately for each contract line item, or based on the date when the entire order is delivered?
Answer: Vendors shall provide a delivery date which reflects delivery of the final shipment.
5. Should freight and all other delivery costs to the acceptance location be included in the quoted unit and extended prices?
Answer: Shipping is FOB destination. See amended combined synopsis & solicitation.
6. Past performance is identified as an evaluation factor. Please confirm the preferred format, number of references, required period of recency and whether relevant commercial AED, medical-equipment or emergency-readiness experience will be considered.
Answer: Interested vendors may supply reference numbers for relevant contracts.
7. Will OEM product data sheets accompanied by a brief compliance matrix identifying each required salient characteristic satisfy the product-documentation requirement?
Answer: Vendors must provide part numbers for the products they are quoting. Any additional information is not required but can be supplied at the vendor’s discretion.
8. Is documentation demonstrating authorized ZOLL distribution or an authorized supply chain required or encouraged with the quotation?
Answer: not required
9. The provisions include Federal Acquisition Regulation 52.225-2, Buy American Certificate. Please confirm whether offerors should complete and return the certificate with the quotation, including country-of-origin information for each applicable contract line item.
Answer: Please review FAR 52.225-2 and complete as necessary.
10. The attached Schedule of Offeror references W50S80-22-Q-0022 and is dated July 21, 2024, while the present solicitation is W50S80-26-Q-0022. Should offerors manually correct the solicitation number and date on the form before signing?
Answer: The typo for the solicitation number has been corrected. The date can be changed prior to signing.
