About this file

This is a Questions and Answers (Q&A) document addressing bidder inquiries for the B16 Generator PLC Upgrade solicitation (W50S7X26BA001) issued by the Kansas National Guard on April 22, 2026. The Q&A clarifies critical project requirements and logistics for the $500,000 to $1,000,000 firm fixed-price contract.

Key technical clarifications include confirmation that the existing equipment consists of Advantys STB NMP 2212 Modbus Plus network interface modules with Analog and Digital I/O modules, with known failures in one main island (NMP 2212) and one Analog module (STB AVO 1250). The government confirmed that modernization efforts should enable each PLC section to function as a master controller or standalone unit while maintaining original operational parameters and supporting both parallel generator-to-generator and generator-to-utility paralleling for closed soft transfers. The scope requires repair-to-original functionality with acceptance testing for parallel generator operation. Documentation including wiring diagrams, single-line diagrams, and switchgear communication diagrams are available; the government can accommodate contractor site visits and provide photographs as needed. The existing HMI system is password-protected with access credentials available; 3E Company completed an HMI upgrade last year with proprietary login credentials. The government expects the prime contractor to subcontract with 3E Company (the designated Kohler regional OEM representative) to perform most technical work, as 3E holds proprietary equipment and programs and maintains certification through Kohler. All seven PLCs are located in Building 16 at McConnell AFB, Wichita, Kansas. The solicitation's site visit on March 26, 2026, was non-mandatory for bidding eligibility.

QuestionAnswer
1Was the March 26, 2026 site visit mandatory for bidding eligibility? No
2Can you confirm the existing PLC hardware and any known failed components?STB NMP 2212 Advantys STB standard Modbus Plus network interface module (NIM). With Analog I/O Modules and Digital I/O Modules. The main island (NMP 2212) has failed for one system and one of the Analog modules (STB AVO 1250) failed on a separate system. All PLCs are original to switchgear.
3Is the scope strictly repair-to-original, or does it include modernization (communications/network upgrades)? The modernization is to have the capability for each plc section to have the capability for each to be the master controller or standalone if other sections fail. Operations should still function like the original with same parameters
4Can you clarify the required acceptance testing, particularly for parallel generator operation? It needs to meet the current set-up (each gen can parallel to each other on the bus as well as parallel to the utility in order to accomplish a Closed “Soft” Transfer
5Can you clarify the division of responsibilities between the prime contractor and 3E Company?3E is the regional Kolher/Rehlko distributor that can work on this specific system.
6Are any drawings, schematics, or prior documentation available?Yes
7Have any amendments or Q&A responses been issued to date?No
8Are any pictures of the switchgear and generators available for those that were not able to attend the site walk?We can provide photos if needed. We just need to know what they want photos of With the complexity of the system, we would recommend that if a contractor could not be present, they try to schedule a time to come look at the building and all systems inside of the building. We can accommodate if this is requested.
9Are wiring diagrams for the existing switchgear available? Site Oneline? Switchgear communication diagram?Yes attached are some of digital copies. We have paper copies of the third Generator that was installed. If the contractors want to schedule a time to come look through them, we can accommodate.
10Is the existing switchgear generator paralleling only or is it capable of utility paralleling also?It can do both.
11SOW list 7 PLC total, but list 3 PLC located in Building 16. Where are the other PLC?All are located inside Building 16.
12SOW lists reusing existing HMI and integrating new controls into existing HMI. Please provide HMI information, and HMI interface software information. Is existing HMI interface software "unlocked"?We have passwords that we can use to work through the system. 3E did an HMI upgrade last year and should have a specific login to make changes to the system. We will get the information of the new unit
13What is the role of the current dealer 3E expected to be? What services will they be expected to provide as part of the SOW?We would expect them to do most of the work since they hold all the equipment and programs are proprietary. Anytime we need work done they are the only ones certified thru Kolher to work on our system. If needed we can provide a POC for 3E that is familiar with how the systems work.
