REQUEST FOR INFORMATION
Below is a list of all RFIs that were received before the deadline of 30 June 2023, as well as their respective answers.
1. (Architecture) On the door schedule it has listed a hardware sets. There is hardware set 3 listed with the door
14B. However, hardware set 3 is not list in the spec book. What is hardware set 3?
ANSWER: Door 14B should be bid as hardware set 2 to match door 14A. Final coordination with the Government and their security team will be required to ensure all components are provided by either the GC or the Government to create the Man Trap function they require.
2. (IN ANG) Who is the current chemical treatment provider for the facility?
ANSWER: WEAS Engineering
3. (IN ANG) Who is your current provider on your Instrumentation and control for HVAC and including spec sections 23 09 00 -23 09 13 – 23 09 23 .02 and all of Div 25?
ANSWER: We work with our own BAS system with our State HVAC Technicians.
4. (IN ANG) Keynote 1 on X105 mentions Bid Option 1 to remove existing buried 2” domestic water line, backflow preventer, etc. This does not line up with the bid form options. Is this to be a part of the restroom renovations or as a separate alternate?
ANSWER: The noted items are to be included with Bid Option 1 related to the restroom renovations.
5. (IN ANG) Please provide the manufacturer of the existing access floor tiles since we will be reusing/reinstalling many of them.
ANSWER: The carpet tiles are Pentz – Diversified 20/26 2047 Color Jumbled Grey. (IN ANG – Please assist with identification of the supplier name for the existing access floor system. Thank you.)
6. (IN ANG – unit price item?) 3/X103 mentions to inspect existing control joints, tuck point grout and replace sealants as required. Please provide square foot quantities for the tuck pointing and a lineal foot quantity for sealant replacement on the existing masonry walls.
ANSWER: Include a base bid of 500 SF of tuckpointing and miscellaneous masonry repairs and a unit price for tuckpointing and masonry repairs beyond 500 SF. Include a base bid of 250 LF for sealant replacement with a unit price for sealant replacement beyond 250 LF.
7. (Site Civil & Architecture) X104 shows several existing bollards. Please specify if they are all to remain since they are not shown on A201, A202. If they remain, are they to be painted?
ANSWER: From a Site Civil perspective, all bollards can remain in place. Prep, prime and paint per 09 90 00.
8. (Architecture) 1/A302 states new 2x2 acoustical grid ceiling. Schedule of finishes states 2’x4’ ceiling tiles.
Please clarify.
ANSWER: 2X2 Grid as shown on A102
9. (IN ANG) Please confirm that this contract includes the cable tray rework and conduit, but the military will complete the telecom wiring.
ANSWER: All telecom wiring, unless specified otherwise, will be completed by the government.
10. (Architecture) 1/A302 states to paint the underside of the existing steel deck. Please clarify what rooms that involves.
ANSWER: This applies to rooms 3816, 3816A, 3618B, and 3617. These rooms were part of a previous building addition on the east side. The west side, the original building, is believed from studying the record drawings provided by the Government to already have a prefinished white metal deck underside. The east addition needs the existing underside of metal deck painted white to meet security inspection requirements.
11. (Architecture/Structural) What is the existing roof material since we need to provide new openings for the vents.
ANSWER: The existing roof is a white adhered membrane, either TPO or PVC, over rigid board insulation of an unknown thickness. The roof has been previously modified and replaced. A sample of minimum 12” x 12” should be cut in an area already requiring new work to determine the actual makeup to be matched.
12. (Architecture) Section 07 27 26 Fluid-Applied membrane air barriers does not appear on the drawings; please specify if/where it is to be used.
ANSWER: Detail 1/A302, add fluid applied barrier at face of CMU.
13. (IN ANG) Please provide a list of attendees at the site visit.
ANSWER: Site Visit Attendance Roaster has been uploaded into SAM.gov
14. (Architecture) Women's Restroom Elev. 6/A401 - a note at bottom right says 'Plam panel. See Detail 4/A302.'
The problem is, that Detail is of a lintel, not Plam panel. Can we assume that the detail is supposed to be like at the Men's vanity, 3/A501?
ANSWER: Revise reference to detail 3/A501.
15. (FP/LS) Do we need to provide a VDU? If so does it need to be touch screen?
ANSWER: Yes. A Video Display Unit (VDU) with touch screen will be required on the Fire Alarm and Mass Notification Unit. See Section 28 31 76 §2.6 for additional detailed requirements for VDU.
16. (Mechanical & FP/LS) Do we need to account for the printer?
ANSWER: The temperature control systems are being integrated into the existing base-wide control system. A new printer is not required.
ANSWER: In our opinion, a fire alarm printer located at Bldg. 38 is not necessary. Fire alarm signals are sent to base receiving stations and are stored there with additional printing capabilities to meet the intent of Section 28 31 76. We request that IN ANG confirm this response based on mission and operational needs.
17. (FP/LS) Per Section 1.7.2.1 can the designer that is Nicet IV, take on all responsibilities that are listed for
QFPE?
ANSWER: Section 28 31 76 §1.7.2.1 allows for Nicet IV or Qualified Fire Protection
Engineer (QFPE) to perform fire alarm design services. However, it is important to note that this section reference, 28 31 76 §1.7.2.1, does not exempt the contractor from the obligation of engaging a QFPE to fulfill the remaining services as specified in the contract documents and UFC 3-600-01.
18. (IN ANG & FP/LS) Since there is an existing system, does all of the Monaco Equipment already exist? If so, do we need to account on replacing it?
ANSWER: All existing fire alarm components, including Monaco Equipment, to be removed in their entirety per Fire Alarm Notes #16 on Sheet F001.
19. (FP/LS) Do we need to account for providing the Monaco Rep on testing or is that provided by the base?
ANSWER: Contractor must provide Monaco Manufacturer’s Technical Representative onsite for Pre-Government Testing 28 31 76 §3.8.2.1 and Government Final Testing 28 31 76 §3.8.4. In addition, the Contractor must provide Monaco Manufacturer’s Technical Representative for 1 day of on-site [technical training] per Section 28 31 76 §3.11.2.1. We request that IN ANG confirm this response based on mission and operational needs.
20. (FP/LS) Do we need to provide a Firefighter Phone?
ANSWER: In our opinion, a fire alarm firefighter phone, as referenced in Section 28 31 76
§2.24, is not necessary for this project. We request that IN ANG confirm this response based on mission and operational needs. Firefighter phone is not necessary.
21. (FP/LS) Do we need to account for 5 Days of technical training at the Manufacturing Facility?
ANSWER: In our opinion, 5 Days of technical training at the Manufacturing Facility, as required per Section 28 31 76 §3.11.2.1, may be unnecessary. We request that IN ANG to provide further clarification on whether the duration requirement for technical training can be reduced or eliminated. We do not require technical training.
22. (IN ANG & FP/LS) Who is the preferred Fire Alarm vendor for the Base?
ANSWER: The fire alarm vendor shall comply with the requirements and design intent of the Contract Documents, Section 28 31 76, and ANGETL 15-01-03 §6.10. Fire alarm systems shall report to the Monaco D-21 receiving stations as stated on the Contract Documents. We request that IN ANG confirm this response based on mission and operational needs. Current system in building is Simplex, ANG requires reporting to Monaco stations, so Monaco systems will be necessary.
23. (IN ANG) Can more clarity be provided for the differences in base bid 1 and Base bid 2.
a. Need direction for which portions of work go into which base bid section
i. Mechanical Demo – assume to be B1
ii. Electrical Demo – assume to be B1
iii. Hydronic piping loop, including pumps, tanks, and air separator – B?
iv. Purchase and install of boilers – listed as B2
v. Duct Distribution – listed as B2 Does this include the piping loop and VAV’s
vi. Split system for the Electrical room - ?
vii. Electrical connections for HVAC Equipment - ?
viii. Temperature controls
ANSWER:
All are B1 (Base Bid 1) except iv. Purchase and Install Boilers, and v. Duct Distribution, but does not include the piping loop and VAVs. Includes ducting only.
24. (Mechanical) Please provide more details to the specification related to the Temperature Controls scope.
a. Spec section 25 10 10 – appears to indicate to provide and complete new front end system for the entire base? If so, more information is needed on the specific requirements for the controls update, related to buildings, programming, and supervisory requirements for the new system. Please indicate if this is to be included in the Base 1 or Base 2 pricing.
ANSWER: Temperature controls are to be provided per Sections 23 09 00, 23 09 13, 23 09
23.02, and 23 09 93. Section 25 10 10 shall be used to provide guidance on integrating the temperature controls and building monitoring into the existing base-wide building monitoring system. A new front end is not required. They shall be included in Base 1 pricing.
25. (Mechanical) Per drawing P601 Plumbing Schedules does not indicate a point of use thermostatic mixing valves for each L-1. However, in spec section 220000-2.3.5 Thermostatic Mixing Valves, it states that mixing valves should be provided for each lavatory faucet. Please Clarify.
ANSWER: Individual mixing valves shall be included at each lavatory per 22 20 00 Paragraph 2.3.5. Information on the master mixing valve is provided on sheet P101.
26. (Mechanical & Electrical) Who is responsible for Division 25 requirements in the specifications?
ANSWER: The electrical contractor shall provide equipment and appurtenances related to Section 25 10 10.
27. (Electrical) Do the existing cameras remain? If they do not will there be rough in requirements for the electrical contractor?
ANSWER: The existing cameras will remain as identified by Keynote 6 on drawing T102.
The electrical contractor is responsible for rough-in of all new security equipment and conduit to existing equipment as noted on Detail 5 / T105.
28. (Electrical) Are there any details or specifications for NSALCP, SALCP, and BLLCP lighting control panels?
ANSWER: Refer to E605 for lighting control strategy schedules. NSALCP corresponds to the “Non-Secure Area” panel. SALCO corresponds to the “Secure Area” panel. BLCCP corresponds to the “Blue Lighting” panel. Refer to specification 26 51 00 for requirements.
29. (Electrical) Will the electrical contractor be responsible for the control wiring of the Blue Lights? If so, can a control diagram be provided?
ANSWER: Yes, the electrical contractor is responsible for all lighting control wiring as required. Refer to E605 for the Blue Lighting control strategy schedule. Refer to specification 26 51 00 for requirements.
30. (IN ANG & FP/LS) Division 28 specifications mention the existing fire alarm is to remain operational until the new system has been commissioned. The building will be unoccupied during construction. Will this be required?
ANSWER: Contractor shall refer to Section 02 41 00 §1.9 Existing Conditions and UFC 3- 600-01 §34-1.2.5. The contractor should coordinate the building occupancy schedule with the government and obtain approval for the fire protection system impairment plan, prepared in conjunction with the base fire department, as per UFC 3-601-02 and NFPA 25 Chapter
15. In our opinion, considering the building is unoccupied, it is not necessary for the existing fire alarm system to remain operational unless otherwise specified by the impairment plan or directed by IN ANG or base fire department.
