Solicitation # W50S7T-22-Q-0009

QUESTION 1: The Performance Work Statement (PWS) does not specify a paint type. Can you please specify the type of paint (e.g., urethane, latex, etc.) to be applied and the type of paint to be removed? The PWS states organic topcoat and not a specific type of paint?

Answer: The aircraft identified within the solicitation have the following current paints applied with their previous painting accomplished by 182nd Airlift Wing personnel. CLIN0001 C-130 – Epoxy primer coating, yellow, flat, aircraft; polyurethane coating, gray, 36173, Flat, Kit.

CLIN0003 F-84 – V110 Acrylic Metal Primer; Alkyd Uretane Gloss V200-78 Aluminum Paint.

CLIN0002 – OA-37B, 0004 F-16B Falcon, and 0005 O-2A Skymaster – Bondz Primer; 90-line Acryllic semi-gloss finish paint (various colors). Urethane can be an option for topcoat application that the Government will accept. Latex paint is not an acceptable option.

QUESTION 2: We commonly use catalyzed urethane paint for painting static displays because it has a longer lifespan and is more durable than latex paint. We have had to strip latex from many planes and apply urethane due to the poor adhesion of latex to metal and the fact that it doesn't inhibit rust as well as urethane. Can we use catalized urethane paint for painting the static displays?

Answer: Urethane can be an option for topcoat application.

QUESTION 3: Will the paint schemes remain the same or will they change?

Answer: All of the paint schemes will stay the same except the A-37. Please see Attachment 2 – Paint Scheme A-37 with the original color numbers and scheme for reference. The listing of the colors last used during touch-ups is in attachment 3 – Previous Paint Schemes. Contractor may compare Attachment 2 & 3 against Attachment 1 – Air Park Pictures.

Answer: If soaps/ detergents are used, water must be collected during power washing. If only water is used, it can be discharged to the ground.

QUESTION 6: As far as paint to be utilized, you stated urethane was to be used. Could there be an exception for an industrial coating such as DTM, it seems to be environmentally safer, very durable, protective and easier to obtain than most urethanes presently.

Answer: DTM Acrylic may be utilized as long as the durability can be warrantied for a minimum of 1 year, but preferably longer.
