RFI#3 15 January 2020

Response to RFI from interested parties.

1. Pyrotechnics how many specifically are reqired?

Five items per event all correlating to the OPFOR roll up; IEDs would require GIBS RPGs would require the flash and report. Any AAA requirement require the Flash and report on impact and the Smoky SAM at the POO.

2. From the new PWS, what are the dates and hours and location.

1.5.9 Vessels: Contractor shall provide 80’-120’ vessel for replication SWARM tactics.

Contractor shall provide 80’-120’ vessel ability to maintain a speed of 15 knots. Purpose is for aerial tracking and dry aerial interdiction.

Vessels are required each day the fast boats are 3,4,7,10, and 11 Feb location is the image below:

3. In 1.4.1, who are the international participants? Are these people going to act as opfor also?

How many of these people are there?

International partners will not act as OPFOR. Dutch, Uzbeks, and Bulgarians will operate as partner forces.

4. In the RFI #2 the simmuntion question confused me. Do we need to provide UTM/Sim/paintball for military members? Also, will we be allowed to shoot training munitions at military members?

Simmunition will be contractor provided for contractor OPFOR. OPFOR participants will be firing simmunition on military participants.

5. I noticed that 1.4.9 and 1.4.11 was highlighted as a change, but am struggling to notice the change that was made. What change/changes were made?

FROM

1.4.9 Operate pyrotechnic devices, threat simulation and other visual aids as the SSTK/OPFOR planner dictates.

TO

1.4.11 Provide and operate FAST/FIAC mission required boats in the Gulf of Mexico per the scenario on the 3rd, 4th, 7th, 10th and 11th of February in the early afternoon. TO

1.4.11 Provide and operate FAST/FIAC mission required boats in the Gulf of Mexico per the scenario on the 3rd, 4th, 7th, 10th and 11th of February in the early afternoon. These 5 vessels will be able to operate on the surface and must be able to gain speeds of 40 knots to provide adequate training to the forces. Vessels need to be 26’ to 40’ fishing/pleasure vessels.

6. In 1.4.1 and 1.4.2 the total amount of AK47’s is 70. Is this accurate? Do all AK’s have to be blank firing? Will a mix of blank firing AK’s and AK shapes suffice? If so is there a certain number of real Ak’s and shape Ak’s that need to be met?

Total AKs needed are 70 and all shall be blank firing.
