About this file
This is a Questions and Answers document clarifying requirements from a Performance Work Statement (PWS) for a civilian law enforcement training contract.
The document addresses three primary areas of contractor concern. First, regarding instructor qualifications under PWS Section 5.1.4, the primary instructor must individually possess a minimum of 15 years of experience in civilian law enforcement and five years of command-level leadership experience within civilian law enforcement; these requirements need not be met by every instructor on the team, only the primary instructor. Second, concerning contractor-furnished equipment and training resources under PWS Sections 3.0 and 4.1, contractors will have access to classrooms and training areas at the Regional Counterterrorism Training Academy (RCTA) in Meridian and Camp Shelby Joint Force Training Center (CSJFTC) that include multiple structures for force-on-force scenarios. The Government will provide up to 300 rounds of force-on-force ammunition per course, along with blue barrel pistols, rifle bolts, personal protective equipment, and limited breaching equipment on hand. Contractors must furnish any additional equipment required beyond what the Government provides. Third, for pricing purposes, offerors must include all travel-related costs in their firm-fixed-price quotations, including airfare, rental vehicles, lodging, meals, and per diem. No Government lodging is available for instructors, though military dining facilities may be used with instructors paying for their own meals. The RCTA will provide logistical support for transporting RCTA training aids and equipment to export training locations, but travel to alternate or export locations is not separately reimbursable and must be included in the firm-fixed-price course rates.

Question 1 | PWS Section 5.1.4, Contractor and Instructor Experience PWS Section 5.1.4 states that the contractor and instructors shall be subject matter experts and further states that the contractor must possess 15 years or more of experience in the subject matter being instructed, specifically civilian law enforcement, as well as five years or more of command-level leadership experience within civilian law enforcement.
Please clarify whether these experience thresholds must be met individually by each proposed instructor, by designated key personnel or lead instructors, or whether the requirements may be satisfied through the qualifications and experience of the contractor's proposed instructional team.
Answer 1 - The stated threshold must be possessed at a minimum by the primary instructor.
Question 2 | PWS Sections 3.0 and 4.1, Contractor-Furnished Equipment and Training Resources PWS Sections 3.0 and 4.1 state that the Government will not provide property, materials, equipment, or services solely for the purpose of contract performance and that the contractor shall furnish required property, materials, and equipment except where specifically identified as Government-furnished.
For purposes of developing an accurate technical and price quotation, please clarify what contractor-furnished training equipment and materials are expected for the practical exercise and force-on-force portions of the courses. Additionally, please identify what existing RCTA, Camp Shelby, or other Government training facilities and resources will be available for contractor use, including, as applicable, training structures, weapons-related training systems, PPE, breaching equipment or props, and other tactical training assets.
Answer 2 - The contractors will have access to classrooms and available training areas at the RCTA and CSJFTC. These training areas consist of multiple structures suited to conduct force on force scenarios. When a course is exported the RCTA staff will ensure an adequate training site is available to host the training. Facilities will vary by training location. The contractors can choose to utilize on hand training aids and equipment provided by the RCTA which consists of blue barreled pistols and rifle bolts, PPE and limited breaching equipment. The RCTA will provide up to 300 rounds of force-on-force ammunition per course. Any additional equipment required to conduct training will be provided by the contractor.
Question 3 | Travel, Lodging, Meals, and Related Performance Costs The PWS identifies performance at RCTA in Meridian, Camp Shelby, and potentially other military or non-military installations throughout the Southeast and CONUS, including Alaska and Hawaii.
For purposes of developing an accurate firm-fixed-price quotation, please clarify whether offerors should include all travel-related costs associated with performance at each training location within their proposed course pricing, including airfare or other transportation, rental vehicles, lodging, meals/per diem, and transportation of required training equipment and materials.
Additionally, please clarify whether Government lodging, dining facilities, transportation, or other logistical support may be available for contractor personnel at RCTA, Camp Shelby, or other Government installations, and if so, whether offerors should account for the use of those resources when developing their pricing.
If travel to alternate performance locations may be separately reimbursable rather than included in the firm-fixed-price course rates, please identify the applicable reimbursement structure or limitations.
Answer 3 - Offerors should include all travel related costs. No government lodging or facilities available for instructors. Instructors can utilize military dining facilities where available but will be required to pay for their own meals.
The instructors will provide their transportation. The RCTA will provide logistical support of transporting RCTA training aides and equipment to each export training location.
Alternate / Export locations are not separately reimbursable travel to these locations should be included in the firm fixed price.
