The Minnesota Air National Guard, 148th Fighter Wing, is seeking competition for Blanket Purchase Agreements (BPAs) for non-personal commercial lodging with multiple hotels in the local area within Duluth, MN in accordance with Federal Acquisition Regulation (FAR) Part 13. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-04. This procurement is set-aside 100% for small business. The North American Industrial Classification Standard (NAICS) 721110 applies to this solicitation; business size standard is $35.0M. The Contracting Officer reserves the right to award under a different NAICS, if the company would qualify as a small business under the solicited NAICS. Each awarded BPA will have up to a five (5) year Period of Performance (PoP) with a minimum order value of $0.00 an dup to a maximum capacity of $250,000.00. The BPA will expire at the end of the PoP or when it reaches maximum capacity, whichever occurs first.
This solicitation should not be construed as a commitment by the Government to award a contract. The Government plans to issue two or more BPAs in accordance with FAR Parts 6 and 13. This Agreement is not a contract. The scope of any BPA shall be limited only to the rental of hotel rooms for authorized Government personnel traveling to Duluth, MN on National Guard business. The Government may issue a single BPA or multiple BPAs for the same or similar supplies or services to two or more sources. Future orders made against any pursuant BPA may be competed amongst BPA holders based on established price lists. The Government will be obligated only to the extent of authorized orders/calls actually made under any pursuant BPA. The BPA will be in effect for a period not to exceed 60 months in accordance with the established terms and conditions of the agreement.
The Government will not pay more than the current GSA Domestic Per Diem Rates for lodging in Duluth, MN. Rates can be found at: https://www.gsa.gov/travel/plan-book/per-diem-rates. Preference will be given to hotels offering rates at or better than the “State Lodging Rate” which is established for employees of the state of Minnesota traveling on state business.
The following is needed:
· Price lists, availability, and maximum capacity numbers for the current year (2022). Please include any information about the quality of hotel and location. Locations within a 5 mile radius of the Duluth International Airport will be given precedence, although all locations in a 20 mile radius will be considered.
Please note that a BPA is not a contract. A BPA is a streamlined method for acquiring products or services on an as-needed basis from qualified sources that are readily available and thus eliminate the need for repetitive costly re-procurements. Establishment of a BPA does not guarantee calls will be made. There is no minimum guaranteed quantity. The Government does not intend to pay for any information provided under this notice. The Government is not obligated to notify respondents of the results of this notice.
The Government may request a site visit with any offeror to establish acceptability. Awarded BPA holders undergo annual visits to ensure standards are met.
