About this file

This is a Sources Sought document for locksmith services (W50S78-26-SS-CF01) issued by the Department of War. The document presents a clarification question and response addressing contractor qualification requirements for this procurement.

The Sources Sought originally stated that contractors must meet two requirements: participation in the Department of War Lock Program and GSA certified safe and vault technician certification. A prospective vendor questioned this requirement after contacting the Department of War Lock Program directly and learning they were unaware of any participation requirements or certifications. The government's response clarifies that these two requirements are actually the same qualification. Contractors who hold GSA certified safe and vault technician certification automatically satisfy both requirements, as the Department of War Lock Program designation represents a recent organizational name change. Therefore, vendors need only demonstrate possession of GSA certified safe and vault technician certification to be eligible for this solicitation.

W50S78-26-SS-CF01 - Sources Sought: Locksmith Services

Question:

The Sources Sought states the contractor must be both:

1. A Department of War Lock Program participant, AND

2. Retain GSA certified safe and vault technician certification

We have contacted the Department of War Lock Program directly to verify the "participant" requirement. They stated they are unaware of any participation requirements or certifications for performing this scope of work.

Request for Clarification:

Can you clarify what constitutes "Department of War Lock Program participant" status and how vendors demonstrate this qualification? Is this requirement separate from GSA Safe and Vault Technician certification, or are these the same qualification?

Response:

If they are GSA certified safe and vault technician, they are good. It’s a recent name change with everything going to Department of War.

If they have a GSA certified safe and vault technician certification, they are a participant in the DOW lock program.
