EVALUATION PROCEDURES

Pursuant to FAR 12.602 contract award will be made using Simplified Acquisition Procedures in accordance with FAR 13.106. Vendor’s submissions will be evaluated based upon the following:

(1) Technical: quote must be rated as technically acceptable to be eligible for award. In order to be deemed technically acceptable, the following evaluation criteria must be met:

Staffing Plan – Acceptability will be based on the offerors demonstration of accomplishing the tasks identified in the PWS. The Offeror shall provide a staffing matrix that includes the number of personnel, quantity of labor hours per person (daily, weekly, annually) grouped by skill/trade/discipline for all efforts. The quote must clearly identify the number of hours proposed for each employee and labor category and provide an organizational chart delineating span of control. Key personnel must already be employed by the offeror or in the case of a critical subcontractor, must already be employed by the critical subcontractor; a letter of intent to hire does not constitute employment. Personnel must have Serv Safe Food Handler Certification.

Quality Control: The government will evaluate the quality control plan proposed by the offeror to determine if it is sufficient to ensure compliance with all requirements of the Performance Work Statement. In making this assessment, the government will evaluate the proposed inspection system, inspection process, and quality control management structure to determine if it will ensure compliance with all requirements of the Performance Work Statement.

Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement and 6 months extension per FAR 52.217-8. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(2) Price: Award will be made to the lowest priced technically acceptable vendor.
