About this file

This is a Standard Form 30 (SF 30) Amendment of Solicitation/Modification of Contract issued by the U.S. Air Force on February 20, 2026. The amendment corrects system error generations and extends the solicitation submittal date from March 9, 2026 to March 16, 2026, allowing contractors to revise proposals. The solicitation, numbered W50S7326RA001, is administered by the Air Force USAF IDANG 124 Activity at the Boise Air Terminal in Boise, Idaho. The amendment was issued by Contracting Officer Jeffrey DeHaven and is effective immediately.

The amendment modifies Clause 52.212-2 (Evaluation-Commercial Products and Commercial Services) to establish comprehensive evaluation criteria for dining facility services. Proposals will be rated on four technical factors using adjectival ratings (Outstanding, Good, Acceptable, or Unacceptable): Key Personnel (including Contract Manager resumes meeting specific PWS sections and military experience); Project Management, Staffing, and Startup Operations Plan (addressing staffing approach, contract management, training, subcontractor oversight, startup schedule, and time-off management); Understanding of Required Work and Reporting Requirements (per PWS Technical Exhibit 2); and Past Performance (based on CPARS and FAPIIS records for the preceding three years, with no record rated as acceptable). Price will be evaluated on a total basis including all options, priced separately. Award will be made to the responsible offeror whose conforming offer is most advantageous to the Government considering price and other factors.

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

Each proposal will be evaluated using technical rating definitions. To support the adjectival rating, strengths and weaknesses shall be noted in the evaluations.

(1) Technical Capabilities Rating Definitions. The Technical Capabilities Factor rating will be expressed as an adjectival assessment of: Outstanding, Good, Acceptable, or Unacceptable.

i. Outstanding - A proposal that meets or exceeds all of the Government's requirements, contains extensive detail, demonstrates a thorough understanding of the services, and is highly feasible (low risk).

ii. Good - A proposal that meets or exceeds all of the Government's requirements, contains at least adequate detail, demonstrates at least an understanding of the services, and is at least feasible (low to moderate risk).

iii. Acceptable - A proposal that at least meets all of the Government's requirements, contains at least minimal detail, demonstrates at least a minimal understanding of the services, and is at least minimally feasible (moderate to high risk).

iv. Unacceptable - A proposal that contains major error(s), omission(s) or deficiency(ies) that indicates a lack of understanding of the services or an approach that cannot be expected to meet requirements or involves a very high risk.

The evaluation process shall consider the following:

i. Key Personnel - Resume for the key personnel specifically the Contract Manager shall be provided. The resume should meets the criteria of PWS Sections: 1.4.9, 5.1.2, & 5.7. The resumes should also state the number of years of experience working with military personnel if applicable.

Weaknesses:

ii. Project Management, Staffing, and Startup Operations Plan - The offeror shall provide a written description of how work is to be performed, demonstrating a clear understanding of the Performance Work Statement (PWS) requirements. The plan should detail:

Staffing Approach: A description of the type(s) of discipline(s) or profession(s) to be employed, the minimum credentials and experience each employee must possess to successfully perform the required tasks, and the rationale for the proposed staffing levels in relation to the PWS requirements. The offeror should clearly explain how their proposed staffing model will ensure all PWS requirements are consistently met within the proposed price.

Contract Management: The offeror's ability to effectively manage the contract and contractor employees, including a description of the management structure, communication protocols, and quality control processes.

Training: A description of any special technical training that will be provided to new or existing employees to ensure they are adequately prepared to provide services under the contract and maintain required performance standards.

Subcontractor Management: A clear delineation of services to be provided by the prime contractor and any subcontractors, including how the prime contractor will oversee and ensure the quality of subcontractor performance.\

Startup Operations: A proposed schedule for startup operations, including key milestones and dependencies, demonstrating a clear understanding of the transition process.

Time Off Management: A description of how planned and unplanned time off requests for Contractor Employees will be processed to ensure continuity of service and consistent performance of PWS requirements. The plan should explain whether the Contractor intends to provide a replacement Contractor Employee during time off requests, and how the Contractor will maintain adequate coverage and performance levels regardless of time off.

The proposal will be evaluated to determine the extent to which the proposed approach is workable, realistic, and achievable within the proposed price. The evaluation will assess the level of confidence provided to the Government with respect to the offeror's methods and approach in successfully meeting and/or exceeding the requirements of the PWS in a timely manner. The Government will evaluate the rationale provided for the proposed staffing levels, considering how the Offeror plans to manage workload fluctuations, ensure adequate coverage for all required tasks, and maintain consistent performance throughout the contract period.

Weaknesses:

iii. Understanding of Required Work and Reporting Requirements - The offeror shall provide in their proposal sufficient information to demonstrate their clear understanding of all requirements involved in providing the dining facility services as well as the reports that must be supplied to the Government (see Technical Exhibit 2 in the PWS). Proposals will be evaluated to determine the extent to which the offeror demonstrates their clear understanding of these requirements.

Past Performance - Past performance information as identified in CPARS and FAPIIS for the last three years shall be rated (acceptable or unacceptable); Offerors with no past performance record in CPARS or FAPIIS shall be rated as acceptable. If CPARS or FAPIIS information is addressed in FAPIIS, the government reserves the right to evaluate responses.

Price - Price will be evaluated on a total price basis including all options. Options shall be priced separately in proposals.

(b) . The Government will evaluate offers for award purposes by adding Options (if applicable) the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).

(c) . A written notice of award or acceptance of an offer furnished to the Notice of award successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
