1. Provider Type for Injury Manager Role Is the unit open to considering a Doctor of Physical Therapy (DPT) instead of an Athletic Trainer (AT) for the Injury Manager position?

Rationale/Considerations:

• The PWS specifically includes “cupping and dry needling” as required services. While this is a federal contract, providers must still adhere to state practice laws. In the state of Idaho, to our knowledge and reading of the Idaho state practice act, Athletic Trainers are not legally permitted to perform dry needling, while DPTs are.

• From Attachment 1: 124th ASOS HPO PWS v2.1:

“Provide services for personnel within the ATC’s scope of practice as defined by the National Athletic Trainers Association (NATA), to include cupping and dry needling.

• Although not impossible, it may be more challenging to source a qualified ATC/CSCS compared to a DPT/CSCS.

• Athletic Trainers require medical physician oversight, whereas a DPT operating under Idaho's direct access laws does not require physician sign-off on evaluations or plans of care. This may offer greater flexibility and efficiency in program execution.

Answer: We are not looking for a DPT, ideally, we would want to maintain our current AT. Cupping/dry needling is not a deal breaker for us. Trust and continuity of care are more of a priority.

2. Can you clarify the discrepancies described below:

a. The PWS states an "athletic trainer but the attachment

W50S73 states:

• From W50S73-25-R-0002+ASOS+HPO+COMBO: "A successful program consists of two positions: Physical Therapist and Strength and Conditioning Specialist.

“Contractors are required to provide both specialties listed in sections 2.5.1 and 2.5.2 of the PWS. This consists of an Physical Therapist/Injury Manager (PT/IM) and Strength and Conditioning Specialist (SCS) in order to submit a quote for this contract. Any quote that does not offer this minimum level of service will not be considered for contract award."

• Can this be clarified to answer if the unit is looking for an injury manager (athletic trainer or PT) and a strength coach OR just one position of injury manager?

Answer: The 124th ASOS HPO is seeking one position as an Athletic Trainer.

COMBO has been amended to reflect change.

b. The Hours in the PWS state 80 hours per 2-week period, but the TECHNICAL EXHIBIT 1 Performance Requirements Summary states: "Provide 20 hours’ coverage of AT/PT/IM requirements per week.

• Can the hours for the position be clarified?

Answer: PWS has been amended to reflect AT Requirements. Hours have been amended to reflect 40 hours coverage of AT requirements per week.

3. Rehab-based equipment inventory: What specific rehab-based equipment is currently available (such as a treatment table, etc.)?

Answer: We have compression pants and all equipment for rehab

4. Can you confirm the length of the contract? The solicitation document indicates that the contract will be one base year plus one option year.

However, the PWS says one base year plus four option years.

Answer: 1 Base Year + 1 Option Year. PWS Amended

5. What resumes, if any, are specifically required to accompany the proposal? PWS Para 2.5 indicates the resume requirement, but it doesn’t specify whether the resume is required as a part of the proposal, at contract award, or in the event of personnel turnover.

W50S73-25-R-0002 speaks to providing resumes for Key Personnel but cites KPs not in the PWS. Can you clarify?

Answer: Resumes should be provided in proposal

6. Can you provide parameters for proposal submissions? Can you provide specifications for the proposal such as Font, Page Count, Margins, etc.? For a proposal of this nature, recommend a 10-page limit, New Times Roman, 1” Margins, Font 12 for Text and 10 for Tables.

Answer: The 124th Contracting Office is not requiring specific parameters for proposal submissions.

7. What is the software currently used to provide human performance metrics to the 124th? Assuming the software is not proprietary, the least disruptive means to provide these services is contract and use the same system.

Answer: None

8. Will the government consider providing the Human Performance Strategic Plan 15 days after the end of the first quarterly drill period or at about 60 days from contract award?

a. Providing a human performance plan without specific knowledge of the patients is possible, but without historical data, the plan will be generic and uninformed. Recommend providing the plan in the first three months to ensure access to patient information, organizational goals, and operational understanding prior to preparing a plan.

Answer: Yes, it makes sense for the team to assess their new work environment/personnel before building the strat plan. Just to be clear, the generation if the plan is the responsibility of the contractor not the government (The verbiage in the PWS states that the contractor will develop the strat plan (7.2, 6th paragraph)

9. If the 15-Day Strategic Plan requirement remains the same, will the government share the current Human Performance Strategic Plan to ensure continuity?

Answer: No. There is not a current Strat plan

10. Will the government consider adjusting the individual plan date to 15 days after the first training period?

a. PWS Para 2.5.1 subpara H requires an “Individual Training Plan” at contract start. Without access to Patient Files, any plans provided would be generic and not tailored to the specific needs of the patient population. This could be required later in the contract period or the government could identify a phase in period as a part of contract execution.

Recommend delaying the requirement until after the first training period.

Answer: Yes, no issue in delaying.

11. Summary Section Classification NAICS Code: 812990 – All other Personal Services. Is this a relevant NAICS Code for the Human Performance Optimization (HPO) Athletic Trainer Services? Typically HPO services fall under the NAICS Code 621340.

Answer: 812990 is the chosen NAICS. It was used in the previous award for ASOS HPO W50S7323P0013. Additionally it was used in the pre-solicitation. The government will be proceeding with this NAICS.

12. Performance Work Statement (PWS), Section 2.1 refers to attachment

3. However there are only two (2) attachments. Attachment 3 is missing. Please provide.
