About this file
This is a Questions and Answers document for federal contract solicitation W50S72-26-Q-7300 regarding the procurement of four rolling tool workbenches with complete tool sets.
The requirement specifies four identical rolling workbenches, each measuring at least 84 inches long by 30 inches deep with an 8,000-pound load capacity, to be delivered to 2920 Headquarters Ave, Sioux City, IA 51111. Each workbench must contain one complete set of all tools listed in a Tool Spreadsheet, with all tools sourced from the same manufacturer and painted the same color; however, affiliated or subsidiary brands are acceptable provided they share the same warranty contact. The Government will review and approve foam layouts and nine-character unique identifiers before permanent fabrication and etching. All hand tools and workbenches require lifetime warranties, while pneumatic and electric tools carry standard manufacturer warranties. The workbench specifications listed in the solicitation are absolute requirements. Load capacity compliance is determined by the sum of structural frame strength and supported drawer loads. Third-party laser etching and custom foam fabrication are acceptable. The contract is firm-fixed price, and offerors must include laser-etching costs in their quotes even though exact identifiers will be coordinated post-award. Delivery and freight may be included in unit price or listed separately under FOB Origin terms. The Government intends to make a single award but may make multiple awards if in its best interest. No specific tool-control brand is required, and FAR 52.219-33 (Nonmanufacturer Rule) does not apply. Small-business prime contractors may fulfill requirements by purchasing compliant systems from manufacturers or authorized distributors.

a. Life time warranty needs included with all hand tools and work benches.
Standard manufacturer warranty with Pneumatic and Electric Tools.
3. Please confirm whether FAR 52.219-33, Nonmanufacturer Rule, applies to this acquisition. If the rule applies, please confirm whether an SBA class waiver applies or whether an individual waiver has been or will be requested permitting products manufactured by an other-than-small business.
a. This does not apply to this solicitation.
4. Does the nine-character identifier need to be etched on every individual tool and component, including sockets and pieces contained in sets? Please also confirm whether the same identifier will be applied to all tools or whether unique identifiers will be assigned to individual items.
a. Yes and they will have unique identifiers specific to each tool in that drawer.
5. Please confirm the required delivery date and final delivery location, including whether the receiving facility has a loading dock and forklift or requires liftgate or inside delivery.

a. Yes.
7. Please clarify whether the lifetime warranty requirement applies to power tools, batteries, chargers, outlets, USB ports, LED lighting, and other electronic components, or only to the cabinet structure and nonpowered hand tools.
a. Tools and cabinet structure
8. Please clarify whether “tools must all be from the same manufacturer” includes power tools, batteries, measuring instruments, diagnostic equipment, and specialty tools. Please also clarify how tools marketed under affiliated or subsidiary brands will be evaluated.
a. All tools must be from the same manufacturer – there are no power tools or battery-operated tools on the list
9. Is third party laser etching and custom foam fabrication acceptable, provided the finished system complies with the tool control and identification requirements?
a. Yes
10. Will the Government review and approve the foam layout and nine character tool markings before permanent fabrication and etching?
a. Yes
11. The workbench is specified as at least 84 inches long by 30 inches deep. Is the 84-inch minimum an absolute dimensional requirement, or may an offeror propose a shorter commercial cabinet (for example, 72 inches) if it meets or exceeds the other functional, drawer, power, load-capacity, foam and tool requirements?
a. Product must meet specifications listed in solicitation.
12. For the minimum 8,000-lb load-capacity requirement, what specific rating will the
Government use to determine compliance: the cabinet/manufacturer structural load rating, aggregate drawer capacity, or the rolling/caster-supported load rating?
a. It would be the sum of the structural frame strength, and the supported drawer loads.
13. Could you please confirm the delivery/ship-to address for this requirement?
a. 2920 Headquarters Ave, Sioux City, IA 51111
14. Are offerors required to quote all four rolling tool work benches as complete identical kits, or may the Government accept partial quotes?

15. For “Place of Manufacture,” should offerors provide the place of manufacture for the workbench only, the tools, or both?
a. Both
16. Are equivalent brands acceptable if they meet or exceed all minimum specifications, or is the Government expecting a specific tool-control brand/system?
a. There is no specific brand requirement – products must meet or exceed all minimum specifications.
17. Should the 9-character Unique Worldwide Identifier be included in the quote as a priced laser-etching service even though the exact identifier will be coordinated after award?
a. This is a firm-fixed price contract. Please include with quote.
18. Should delivery/freight be included in the unit price, or may it be shown separately if FOB Origin is proposed?
a. It may be included in the total price or it may be separately listed in FOB Origin.
19. Will the Government require a detailed tool-by-tool compliance matrix with manufacturer part numbers at quote submission?
a. Quotes must include adequate information for the Government to determine if the item meets the minimum specifications.
20. The requirement states that all tools must be from the same manufacturer and be the same color. Would tools sold within the same manufacturer’s corporate product family satisfy this requirement if certain specialty items are sold under an affiliated brand, or must every tool bear the exact same brand name?
a. Affiliated brands are acceptable as long as all the tools have the same contact for warranty concerns.
